General Dynamics Information Technology assisted the Defense Finance and Accounting Service (DFAS) in an initiative to develop and implement a standard system – DCAS – which improved the accuracy and timely processing of cash accountability transactions and treasury reporting for DoD agencies.
DCAS was designed to ultimately replace all existing cash accountability, expenditure reporting, and treasury reporting systems, including the Navy’s Centralized Expenditure and Reporting System (CERPS) and its companion Army and Air Force systems.
At the beginning of this project, we conducted a business process reengineering study that produced “as is” and “to be” business models using the IDEF methodology. Subsequently, a detailed operational concept document (OCD) was developed.
