General Dynamics Information Technology (GDIT) has partnered with NASA to consolidate select Procurement, Finance, Human Resources (HR), and Information Technology activities from the 10 NASA Centers into a single shared services center located at Stennis Space Center in southern Mississippi. The mission of the NASA Shared Services Center (NSSC) is to provide timely, accurate, high-quality, cost-effective, and customer-focused support for selected NASA business and technical services. GDIT has an opportunity on the NSSC contract for a Personnel Assistant II to contribute to our success in providing Personnel Assistant II for NASA. This will be a full-time position, located onsite at NASA Stennis Space Center, Mississippi.
GDIT is hiring for a Full Time Personnel Assistant II to support the NSSC in Stennis Space Center:
Provide knowledge and experience in procurement practices and principles such as: soliciting, evaluating, negotiating and preparing contracts for award; administering contracts; and analyzing and evaluating cost and price proposals
Provide comprehensive knowledge of concepts, processes, practices and procedures on technical assignments.
Highly skilled in using the systems that support procurement services
This is a professional-level position that requires expertise in specialized contract procurement work and related financial and procurement computer systems applications. This position requires a high-level of independent judgment, analytical skill, and decision-making.
Demonstrate ability to utilize database network software, financial and procurement software applications, and web development software.

Education level: Bachelor’s Degree or at least 4 years of experience in professional procurement, purchasing, contracts, preferably in a Government agency. Including the drafting of complex contracts, including provisions, and solicitation documents. Possession of a directly related post-graduate degree may be substituted for one of the two years of required experience.
Responsibilities and Duties:
Maintain excellent communication with customers Oversees internal reviews to ensure purchases adhere to federal and NASA policies and regulations Strong math, analytical, organizational, and communication skills are essential. The candidate should be detail-oriented, a team player, possessing negotiation skills and the ability to work independently as needed. An understanding of business operations and processes is important to their work. Additionally, the candidate needs strong interpersonal skills, as they work with a diverse number of people, such as team members, customer, managers and supervisors. Provides input on process improvements within the department. Possess a working knowledge of procurement policies and procedures. Exercise of independent judgement and discretion on matters of significance. Processes requests for proposals RFP’s, RFQ’s, and bids for products and services of a complex nature that are typically high profile, non-routine, large-in-scope, or multi-year requests. Coordinates and serves as a resource in the distribution of procurement work for buyers. Provides consultation, support, and training on solicitations to buyers, other Department managers, administrative personnel, and department staff. Comply with company guidelines for Quality Control and Federal laws. Maintain an understanding of policies, procedures and regulations relevant to company policies. Performs other procurement-related duties as required.
