GDIT has recently been awarded a HHS Electronic Invoicing (E-Invoicing) Implementation for the Unified Financial Management System (UFMS) contract in support of the Department of Health and Human Services (HHS) Assistant Secretary for Financial Resources (ASFR) Office of Finance (OF). We will implement the Department of Treasury’s Invoice Processing Platform (IPP) electronic invoicing solution in the UFMS environment. Additionally, we will implement web services using Oracle’s Service Oriented Architecture (SOA) to integrate the Office of Acquisition’s (OA) Purchase Request Information System (PRISM) with UFMS. Beyond the technical solution, we will support supplier on-boarding, necessary policy and business process changes, and implementation of necessary Organizational Change Management (OCM) activities.

Ultimately this is primarily an on-site position in Washington DC, SW.  It will start out as fully-remote due to Covid-19 and may morph into a hybrid pending broader GDIT and Federal guidelines.

As the SOA Developer, you will support a large-scale financials system modernization for a cabinet level government agency. The SOA developer will report directly to the program Development lead, and will be responsible for the following:

  • Analyze business and functional requirements to create an integration strategy and specifications via capabilities of Oracle SOA and EBS
  • Collaborate with EBS developers to build interfaces between third party systems and Oracle EBS in an Oracle SOA environment
  • Primarily responsible for the technical design and development of integration components such as SOAP and/or REST based web services utilizing Oracle EBS adapters, database adapter, BPEL, etc
  • Create and maintain integration related artifacts and documentations
  • Assists in development of application user support documentations such as user guides, training materials
  • Participate in the testing phase to fix any defects and performance problems and conduct complete technical reviews, support code migration, and provide technical artifacts


Required Skills and Experience

  • BA/BS (or equivalent experience) and 5+ years of experience
  • Simple Object Access Protocol (SOAP) (Advanced)
  • Oracle Business Process Execution Language (BPEL) Process Manager (Expert)
  • Oracle SOA Enterprise Manager (Advanced)
  • Oracle Jdeveloper (Expert)
