As a Program Director, you will be trusted to initiate and maintain technical direction within broad program objectives directly related to contract management and business growth.  Responsibilities include directing day-to-day customer relationship and translating customer requirements within the Program Operations Team to meet contractual and operational requirements.   Responsibilities include:

  • Serve as the main point of contact for the Contracting Officer (CO), the Contracting Officers Representative (COR), the Government Program Manager, and the Contractors senior management.
  • Serve as liaison between the business and technical aspects of program and will be responsible for P/L of the business.
  • Directly contributes to program objectives and performance in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
  • Plan project stages and assess business implications for each stage including areas of new scope.
  • Monitor progress to assure deadlines, standards, and cost targets are met.
  • Experience with technical, contractual and resource issue resolution and related escalations.
  • Proactively manage SLA’s and related performance metrics to ensure contract compliance and to minimize risks.

WHAT YOU’LL NEED:

  • Experience in supporting the USN NAVWAR C4I, or Naval Information Warfare Center (NAVWAR) – C4I/NIWC Pacific.
  • Experience managing an enterprise-wide level contract for IT Services and integration.
  • Experience managing large-scale migration or integration efforts.
  • Experience managing remote teams or geographically dispersed personnel.
  • Experience supporting a contract, or TO responsible for adhering to DOD information security and personnel security practices.
  • Minimum of a Bachelor’s degree in business or computer science.
  • Shall have demonstrated experience in conducting program and project planning, resourcing, costing, monitoring, and reporting of contract performance.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
  • Must currently possess an active or eligible DoD Top Secret clearance.
  • Knowledge of NAVWAR 5.0 SETR process
  • Demonstrated program leadership experience with existing relationships in PEO C4I, (e.g., PMW 120, PMW 130, PMW 160).
  • 5-10 years of experience running and managing an ACAT IV or larger Program of Record (POR) at within PEO C4I, or being the contactor support PM for a PEO C4I ACAT III or larger POR.
  • Experience leading a System/Platform Development engagement, for PEO C4I systems
  • Knowledge of Systems Development, Agile, DevSecOps, and MBSE processes and tools

Desired Education and Experience:

  • Possess a PMI Project Management Professional (PMP) certification or equivalent:
  • Advanced degree in business or computer science.
  • Experience supporting the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
