General Dynamics Information Technology is seeking a Software Development manager to support our program with the Office of Medicare Hearings and Appeals (OMHA), and their critical mission needs.  You will be responsible for overseeing and certifying all testing of all software releases prior to installation throughout the life cycle, ensure that the software solution meets all the agency’s technical requirements, and proactively monitor the overall performance of the software and database for meeting all service levels and capacity planning purposes.

This is a remote based role; Candidates must reside in the United States


  • Serve as the Contractor’s technical point-of-contact for the project.
  • Lead a team of up to 10 including developers, business analysts, testers, and SMEs
  • Participates in technical reviews and inspections to verify 'intent of change' is carried through phases of project.
  • Support Product Owners in their management of requirements and product features.
  • Assist with the management of requirements and collaboration sessions using tools like JIRA and Confluence.
  • Assist in the research and assessment of business goals, objectives and needs to align information technology solutions with business initiatives.
  • Oversee testing such as functional testing and user acceptance testing (UAT).
  • Assists Product Owner to define and prioritize the team backlog of work so that solution effectively addresses business and program priorities.
  • Analyze new and complex project related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.
  • Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources Identify application performance bottlenecks and facilitate root cause analysis of system issues to minimize impact and future occurrence using Glowroot and New Relic.
  • Create solutions and conduct performance tests to improve availability, performance, reliability, capacity and scalability in the application, system, or database layers.
  • Ensures the applications meet the defined SLAs.
  • Analyze performance test results with engineers, product managers, other stakeholders, and coordinates with the respective teams for performance tuning, memory leaks and bug fixes.
  • Understand system's technical architecture, and able to identify the performance implications for different layers of system based on design discussions or architecture documents.

What You’ll Need:

  • Bachelor’s Degree in Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
  • 5+ years of experience as a Developer for large-scale enterprise applications; Tyler Technologies Entellitrak (ETK).
  • Knowledge of software development life-cycle methodologies
  • Experience working with Agile/SCRUM, writing user stories and following the development process through user story acceptance
  • Proficient with Altlassian tools (JIRA, Confluence) Proficient with Java, JavaScript (including Jquery and React), HTML
  • Proficient with SQL and PL/SQL with a good ability to improve SQL query performance
  • Experience with MS Office suite of product
  • Experience in Application performance monitoring tools and other tools such as JMETER, Selenium, LibreOffice for PDF conversion, and large PDF handling processes.
  • Understanding of J2EE Architecture (Apache/Tomcat).
  • Understanding of process automation (Jenkins)
  • Proficient with monitoring tools such as New Relic, Glowroot or SolarWinds Strong background working in Agile environments with Agile methodologies.
  • Ability to resolve web, application, and database bottlenecks such as JVM and connection pool issues.
  • Ability to multi-task and handle changing priorities in a fast-paced environment.
  • Experience in developing Web Applications involving both front end (Javascript including Jquery and React), back end (Java), and writing SQL and PL/SQL against an Oracle database.
  • Hands-on knowledge in web-based environment utilizing enterprise Java and Web Technologies

    The likely salary range for this position is $120,000 - $180,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
