You will report directly to the Sr. Director of Category, Risk and Program Management. As the Manager for this team, you will be responsible for leading the team who provides end to end support for SCM-run business services, to include Purchase Card, Lease Administration, and Office Supply Catalogues. You will work closely with the internal and external business programs, sourcing and procurement team, finance, and onsite property management personnel, as well as external suppliers to ensure GDIT’s supplier programs achieve the desired business needs.This position requires strong leadership skills; being well organized, proactive, and able to work without much guidance; and exceptional time management skills. Additionally, the ideal candidate will need to have strong research and analytical skills; an in-depth background in finance and accounting; asset management experience; and ideally, experience supporting direct government contracts.  This Manager of Program Administration will have responsibilities for the following, but are not limited to:
  • Oversee administration of the GDIT operating lease processes within Supply Chain Management (SCM). Those duties include:
    • Oversee Master Lease Agreements
    • Compile/Coordinate receipt of all lease documents from the vendor.
    • Ensure accurate creation of Lease Schedules and upload of all documents and related data GDIT’s source to pay/ERP systems, while maintaining compliance/FASB standards
    • Perform monthly invoice reconciliations, as required
    • Coordinate with Functional Site Property Administrators, IT Management Representatives, and IT Field Services to ensure smooth, accurate asset management controls from initial receipt of assets through final return/buyout.
    • Perform End of Lease Activities, including but not limited to request and validation of buy-out quotes and abandonment requests
    • Review the monthly Lease Schedule Inventory report; Proactively collaborate with Property Admins to review/evaluate strategies for buyouts/returns/lease extensions
    • Work with Property Admins to reduce the current existing MTM asset inventory by proactively proposing buyouts
  • Oversee administration of GDIT’s Purchase Card Program. Those duties include:
    • Work collaboratively with all internal customers to foster an understanding of the Purchase Card policies and procedures
    • Maintain ongoing, responsive, and sensitive communications with programs based on their purchase card needs.
    • Closely maintain/review of card transactions in order to ensure appropriate adherence with GDIT’s policies and procedures.
      • Address opportunities to reduce risk across the program
    • Internally audit card expense packages to ensure compliance with policies and procedures
  • Management of Office Supply Catalogues and Accounts for the GDIT Enterprise.
  • Work closely with other functional organizations to address supplier risk issues pre-emptively and proactively.
  • Support the Sr. Director of Category, Supply Chain Risk, and Program management in aspects of budgeting, staffing, and organizational management; includes coaching, mentoring, training and ensuring compliance with policy, process and procedures associated with managing the Program Administration department.
  • Ensure regular updates to senior leadership on key performance indicators and quarterly goal attainment
  • Bachelor’s Degree or four years' additional work expereince in lieu of a degree
  • 7+ Years of corporate supply chain management experience
  • Experience leading highly skilled teams
  • Demonstrated ability to successfully implement complex corporate programs across a matrixed environment
  • Proven experience in Finance/Accounting and/or Asset Management
  • Understanding of FAR, compliance/regulatory and/or audit implications on corporate services areas like purchase card and lease administration
  • A strong customer focused background with strategic thinking capability
  • Ability to conduct market analysis, model demand patterns, conduct price analysis/vendor procurements, perform ad hoc reporting, and total cost of ownership analyses
  • Ability to use data visualization tools and other methods to present complex analyses.
