GDIT is seeking a Proposal Operations Manager with advanced technology skills to join our Growth Proposal Center’s (GPC’s) Operations team to optimize and manage our tool suite.  This role includes customer service and project management type functions.  The successful candidate will have a high level of proficiency in platforms such as Share Point, MS Teams and MS O365 Suite (Excel, Word, Power Point) and will lead in optimizing these platforms to bring maximum efficiencies to proposal teams.  You will also be an integral part of GDIT’s robust win-loss program and leverage analytics and your knowledge of various tools to analyze data.  As part of the Proposal Operation Team, you will also support day-to-day operations.  In this role, you will interact with users from across the enterprise whose level of experience with the tools runs from novice to expert, so the ability to translate information appropriate to the audience is important.

The role’s specific responsibilities include: 

  • As part of the Proposal Operations Team, you will:
    • Triage and resolve SharePoint issues when possible, or escalate and track resolution with the Collaboration Services Team
    • Perform SharePoint site collection administrator duties
    • Support GPC’s migration activities from SharePoint 2013 and SharePoint 2016 to SharePoint Online
    • Collaborate with cross functional Teams to continuously improve internal processes, tools and resources.
  • Act as a Liaison between Growth Proposal Center and the CIO Office in leading the way to integrate new technologies most effectively within the Proposal Center Process and Tool set.
  • Assess new tools or processes for relevance and their ability to optimize proposal operations and make recommendations to GPC leadership.  Lead cross functional team in collecting business requirements and work closely with technical resources to assess various technical solutions and develop recommendations to resolve gaps.
  • Apply expertise to optimize current tool set which includes the following: MS O365 Suite, Share Point, MS Team, Salesforce, various Video Teleconferencing Capabilities Example Zoom. 
  • Coordinate with the enterprise team to maintain enterprise-level knowledge repositories.
  • Be a critical contributor in GDIT’s Win-Loss Program.  Support the Lessons Learned process and reporting to Executive Leadership, building the Strengths/Weaknesses repositories. Additionally, utilizing your technical expertise, leveraging tools like Tableau and Sales Force Dashboard to analyze debrief data.

Required Qualifications

  • A Bachelor’s degree plus 5 years experience; or 9 years experience in lieu of Bachelor’s degree
  • O365 suite Knowledge (word, power point, excel)
  • Proficiency with SharePoint, in particular extensive SharePoint administration knowledge. Familiar with on-prem Share Point (SP 2013, SP 2016) and cloud SharePoint (Share Point online). Ability to manage a site collection and ability to troubleshoot SharePoint issues (including collaborative editing).  Knowledge of integrating SharePoint with other technologies and platforms, particularly MS Teams and Salesforce.
  •  MS Teams Knowledge, in particular, familiar with all facets of Teams (channels, permissions, and apps).  Optimize MS team functionality for Proposal Teams best integrating with Share Point and other platforms.
  • Proficiency in Excel, in particular, ability to write and troubleshoot scripts and complex formulas. 
  • Familiarity with Tableau and other analytics tools.  Complemented with analytical skills to assess new tools and innovations that can help optimize proposal operations and win-loss data.
  • Project Management knowledge and experience, including managing schedules and timelines, requirements gathering, user acceptance testing (UAT), execution and implementation. 
  • Lead by Example.  As a liaison between GPC and the CIO Team, have the ability to prioritize tasks and manage multiple work streams effectively with urgency and timeliness. 
  • Excellent communication skills.  This individual will regularly present to leadership and lead project with participants from different organizations.  Hence excellent public speaking skills – virtual and in person and ability to provide pithy yet comprehensive recommendations and direction to diverse teams. 
  • An innovation mindset is a must-have.  Continuously looking to leverage enterprise tools and new solutions for GPC team and operational enhancement.  
  • Previous experience with federal proposals will help articulate the GPC’s perspective and use of the tools.

  Desired Qualifications

  • Salesforce Knowledge.  Understand Salesforce lightning.  Knowledge of Salesforce reporting capabilities and dashboards. 
  • Familiarity with project management tools such as Planner. 
  • Familiarity with Proposal specific tools, such as Visible Thread.
