The Program Support Center (PSC) provides GDIT corporate surveillance on program execution, enterprise data management and standards/policy development and management, management of our external credentials and support services to the GDIT program management community to ensure GDIT delivers the highest possible service to our customers while maintaining fiscal and risk management responsibilities to the corporation.  In that context, this position reports to the Quality, Environment, Health and Safety (QEHS) Director within PSC and provides GDIT quality guidance, ISO credential management and best practice leadership.  Under PSC’s business focused, cooperative engagement model a knowledgeable, proven, senior leader is required to capture, define, and resolve issues and opportunities in this space by building innovative solutions and coalitions to enable those solutions. 

The ideal candidate will have a wide range of both business and functional experience, demonstrating the ability to interface effectively, accurately assess issues and opportunities and resolve them with both program execution and GDIT support functions. 

Job Responsibilities:

  • Define, deploy, and manage GDIT’s Enterprise Quality Management System (QMS).  Focused on reinforcing GDIT’s programs so we consistently deliver for our clients with predictable, high quality results.
  • Define, deploy, and manage GDIT’s internal and external Quality and EHS (QEHS) audit program.  Ensuring conformance with ISO Standards (9001, 14001, OHSAS18001/ISO45001) and with legal, regulatory, International Standards, and business requirements while meeting business needs in a cost-effective manner.
  • Perform as GDIT Liaison with ISO Registrar to ensure continued compliance of existing GDIT registration and integration of legacy company registrations.
  • Direct Internal QEHS audit program to ensure existing audit requirements are met and new locations are evaluated and integrated into QEHS management program.
  • Work with Division and Functional Area personnel to ensure audit readiness, perform audits where needed and complete audit actions within prescribed timeframes.
  • Serve on General Dynamics Corporate and GDIT committees as identified
  • Conducts periodic reviews of Quality and EHS programs for senior management.
  • Participate in RFP reviews, provide proposal input, support recompete reviews and participate in gate reviews. Develop and maintain standard QMS proposal material.
  • Maintain awareness of current versions and revisions to ISO Standards applicable to GDITs Quality/Business Management System and make recommendations for ensuring GDIT Policy, Procedures and Instructions maintain conformance to subscribed Standards
  • Conduct quality training and mentoring.
  • Primary contributor to GDIT’s best practice body of knowledge supporting program delivery
  • Contributes to GDIT’s enterprise knowledge and risk management approaches.
  • Support the continual improvement and integration of all PSC services and our indirect support for GDIT services across our functional organizations.  Participate in GDIT level planning and execution support of GDIT’s goals and objectives aligned with reinforced by our company’s values.

Qualifications:

  • Bachelor’s Degree in Engineering or a related technical discipline, or the equivalent combination of education, professional training, or work experience.
  • 12 years of related quality assurance experience, including supervisory experience.
  • ASQ Certified Manager of Quality/Organizational Excellence
  • Direct experience achieving and sustaining ISO certifications.
  • Strong communication skills with a proven ability to understand key concepts and communicate effectively with technical staff, business stakeholders and senior management
  • Proven ability to build credibility and strong (internal and external) customer relationships as a trusted advisor who understands their business needs and can balance with organizational strategy
  • Ability to collaborate, build relationships and influence individuals at all levels in a matrix-management environment (as well as external vendors and service providers) to ensure that segregation and overlapping roles are identified and coordinated
  • Prior engagement with enterprise knowledge and risk management
    • Engagement as a government integrator desired but not required
  • Desirable skills
    • Capability Maturity Model Integration (CMMI) experience
    • Project Management Professional (PMP)
    • Prior leadership role(s) (service lead, project manager, task lead, program manager) delivering services for a government integrator
