The Mission of the Department of Veterans Affairs (VA), Office of Information and Technology (OI&T) is to provide Information Technology solutions that support Services to Veterans of the United States. In meeting these goals, OI&T strives to provide high quality, effective, and efficient Information Technology (IT) to those responsible for providing a variety of services to Veterans. The successful Release Train Engineer applicant will serve as agile coach and facilitator for the program team that supports the VA’s CRM application suite based on Microsoft Dynamics 365 delivered via the Microsoft Government Community Cloud (GCC) Software as a Service (SaaS). In this capacity, you will work with and advise DevOps development teams, product owners, cyber security analysts and system architects to build, migrate, and enhance applications that run on and interface with the CRM application suite. Your contributions and leadership will be vital to providing a positive, high quality user experience to our nation’s veterans.
The overall program supports the sustainment, operations, maintenance, and enhancement of the D365-based systems and their integrations with the VA’s enterprise supporting Customer Relationship Management (CRM) suite utilized by 70,000 VA employees. Previous experience as a Release Train Engineer supporting scrum-of-scrums, program increments, program backlog, architectural runway and agile releases is required. Experience working in support of the Department of Veteran Affairs is highly desired. The candidate will regularly interact with VA business stakeholders, VA Line of Business leadership and VA central office client stakeholders, including the Veterans Experience Office (VEO) staff, VA OIT leadership, and COR, and is expected to document and report any issues that arise. This position will be remote with limited support required in vendor facilities and/or a government site.
Job Duties and Responsibilities
The Release Train Engineer embraces Lean-Agile leadership and serves as coach and facilitator for the entire program consisting of 5 – 10 DevOps Teams.
Facilitates all Scrum-of-Scrum meetings, including the Daily Stand-up, Iteration Planning, Iteration Review, and Iteration Retrospective to include:
Establish and communicate the annual calendars for Iterations and Program Increments (PIs)
Facilitate PI Planning readiness by fostering a Continuous Exploration process which drives the synthesis of a Vision, a Roadmap, and Backlogs, and through Pre- and Post-PI Planning meetings
Facilitate the PI planning event
Summarize Team PI Objectives into Program PI Objectives (the RTE) and publish them for visibility and transparency
Facilitates the team’s progress toward goals.
Helps the Product Owner in their efforts to manage the backlog and guides the team while facilitating a healthy team dynamic with respect to priorities and scope.
May be required to support smaller DevOps teams as a ScrumMaster.
The Release Train Engineer actively addresses impediments to progress across all DevOps Teams the program is focused on achieving the objectives of the Program Iteration.
Builds high-performing teams. Focuses on ever-improving team dynamics and performance. Helps the team manage interpersonal conflicts, challenges, and opportunities for growth. Escalates people problems to management where necessary, but only after internal team processes have failed to resolve the issue; helps individuals and teams through personnel changes.
Communicates with management and outside stakeholders; helps protect the team from uncontrolled expansion of work, and de-conflicts overlapping stakeholder priorities to provide harmonious, continuous product delivery.
Guides the team in establishing normalized estimates and helps the team understand how to estimate Features and Capabilities.
Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with 10 years of experience.
5+ years of DevOps/Scrum Master experience with at least 2+ years serving as a Release Train Engineer leading multiple DevOps teams.
Must have a ScrumMaster, Lean Agile PMI or Scaled Agile certification.
Solid understanding of software development life cycle models as well as expert knowledge of both Agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.
A proven track record of successfully implementing software or web development projects using Agile methodologies
Experience overseeing multi-function project teams with at least 4+ team members including Developers, Business Analysts, and Testers.
Balanced business/technical background.
Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting, and;
US Citizenship or Green card holder
Sufficient level of technical background to provide highly-credible leadership to development teams and to be able to accurately and objectively evaluate complex project risks and issues
Ability to provide leadership to business analysts and collaborate with customers and develop strategies and solutions of high business value
Strong proficiency with Microsoft administration and productivity tools;
Outstanding written and verbal communication skills;
Previous Department of Veterans Affairs experience or Federal Contracting experience;
