GDIT has partnered with NASA to consolidate select Procurement, Finance, Human Resources and Information Technology activities from the ten NASA Centers into a single shared services center located at Stennis Space Center in southern Mississippi.  Our work depends on a Procurement Specialist II to support our team.  This is a professional-level position that requires expertise in specialized contract procurement work and related financial and procurement computer systems applications. This position requires a high-level of independent judgment, analytical skill, and decision-making. 

Responsibilities and Duties:

  • Provide knowledge and experience in procurement practices and principles such as: soliciting, evaluating, negotiating and preparing contracts for award; administering contracts; and analyzing and evaluating cost and price proposals.

  • Provide comprehensive knowledge of concepts, processes, practices and procedures on technical assignments. 

  • Maintain excellent communication with customers. 

  • Oversees internal reviews to ensure purchases adhere to federal and NASA policies and regulations. 

  • Provides input on process improvements within the department.   

  • Exercise of independent judgement and discretion on matters of significance. 

  • Processes requests for proposals RFP’s, RFQ’s, and bids for products and services of a complex nature that are typically high profile, non-routine, large-in-scope, or multi-year requests. 

  • Coordinates and serves as a resource in the distribution of procurement work for buyers.

  • Provides consultation, support, and training on solicitations to buyers, other Department managers, administrative personnel, and department staff. 

  • Comply with company guidelines for Quality Control and Federal laws. 

  • Maintain an understanding of policies, procedures and regulations relevant to company policies. 

  • Performs other procurement-related duties as required.

  • Bachelor’s Degree (or equivalent experience) and 4+ of experience in professional procurement, purchasing, contracts, preferably in a Government agency, which includes the drafting of complex contracts, including provisions, and solicitation documents.

  • U.S. Citizenship is required.

Desired Qualifications:

  • Possess a working knowledge of procurement policies and procedures.

  • Strong math, analytical, organizational, and communication skills are essential. The candidate should be detail-oriented, a team player, possessing negotiation skills and the ability to work independently as needed. An understanding of business operations and processes is important to their work. Additionally, the candidate needs strong interpersonal skills, as they work with a diverse number of people, such as team members, customer, managers and supervisors. 

  • Highly skilled in using the systems that support procurement services 

  • Demonstrate ability to utilize database network software, financial and procurement software applications, and web development software.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
