US Battlefield Information Collection and Exploitation System eXtended (US BICES-X) is a cutting-edge program supporting DoD intelligence information sharing on current and emerging global threats to mission and coalition partners and emerging nations. We are seeking a highly experienced project manager to lead a geographically dispersed workforce supporting enterprise IT projects.
Lead the program’s project management office (PjMO).
Facilitate, manage and execute project activities from large or complex tasks that may include enterprise systems integration, data maintenance and migration, and other analysis of projects.
Ensure projects are delivered on time and within budget. Apply earned value management methodology across dozens of projects to manage cost and schedule controls. Projects will vary in scope and size depending on the nature of the requirement.
Lead the development, maintenance, and implementation of standard operating procedures, and seek methods to continuously improve organizational processes.
Manage a global team of project managers, providing mentorship and training and promoting empowerment of the team with high levels of quality.
Coordinate and collaborate with various engineering teams, vendors and other non-GDIT contract personnel.
Design and develop project baseline schedules, support implementing and maintaining integrated master schedule (IMS) and work breakdown structures (WBS).
Identify risks affecting project cost, schedule, performance, and support development of alternative courses of action or recovery on slipped schedules.
Articulate decision points, milestones, progression and interdependence of the project tasks to provide program with a clear picture of the project schedule.
Develop and present project updates to customer and facilitate weekly customer briefings.
Compile weekly activity reports and performance metrics.
Identify and communicate significant schedule risks to staff and management team.
Conduct project management and PjMO training to the program, or as requested.
Collaborate across multiple stakeholders to ensure projects are staffed and resourced properly.
12+ years of project management experience, 5 of those years supervisory experience
Must possess and maintain a Secret Clearance with the ability to obtain a TS/SCI clearance
BA/BS degree or equivalent work experience required.
PMP Certification required. If absent, must obtain within six months of hire.
ITIL V4 Foundation within six months of hire.
Experience with Earned Value Management for project performance measurement
Experience managing large, complex projects in a high-tech development environment with multi-function teams
Understanding of project management process of ascertaining work, executing work, and post-project procedures.
Expert knowledge and experience in blending traditional project management principles and practices with an Agile development approach.
Strong analytical, planning, and organizational skills with an ability to manage competing demands.
Must be well-versed with MS Project and general experience in using MS Project Server.
Solid experience with project budgeting, scheduling, and earned value management.
Excellent oral and written communication skills.
Experience with Microsoft Office Suite/Tools including Word, Excel, PowerPoint and SharePoint.
Experience in managing agile and/or DEVOPS projects.
At least 10+ years of experience as an IT Project Manager leading project teams.
At least 10+ years of Project Management experience demonstrated by a proven track record of success in multiple complex projects and/or programs preferred.
Demonstrated understanding of DoD information technology systems, tools, process, or organizations.
The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.
