General Dynamics Information Technology (GDIT) – Federal Civilian Division is seeking a Senior Enterprise Solutions Architect to provide technical leadership and support to a large Centers for Disease Control and Prevention (CDC) customer in the areas IT product design, development, enhancement, and operations and maintenance support that includes a DevSecOps approach to the following: agile software development, systems and software deployment, systems operations, information management, and enterprise data capabilities. You will need to possess strong knowledge of information technology and commercial solutions; and have significant experience designing and developing technical solutions. You will also need to have direct work experience with HHS agencies (CDC, CMS, FDA, NIH, HRSA, etc.), the Veterans Administration and/or the Defense Health Agency, excellent communications skills, a strong customer service orientation, and experience leading enterprise wide solutions and support.

This support entails full lifecycle application development, data management and integration, knowledge management and related services across their portfolio to provide high quality, reliable, and available software featuring advanced functionality.

Duties include but are not limited to:

  • Act as the primary technical resource for the customer
  • Provide comprehensive up front design and ongoing design guidance and reviews to reduce risk to customer and their stakeholders
  • Establish accountability and transparency through adherence to a clearly defined software development process
  • Increases the “velocity” of customer’s software development activities while raising the standards of quality and system reusability
  • Provide weekly updates to customer regarding the status, risks and activities of all active development projects
  • Responsible for the design of one or more applications or services within the customer’s organization
  • Recommend new and emerging techniques, tools and best practices to support a highly efficient software development team
  • Participate in the development of a software development process and supports adoption by technical staff
  • Ensure the creation of all design and development artifacts adhere to customer’s software development processes
  • Provide consultation and support for project teams to assist in the delivery of efficient and extensible component designs and source code
  • Conduct design reviews and code reviews
  • Ensures that security is embedded in the design and development processes before coding efforts begin
  • Ensure architecture designs include functional components as well as user interface artifacts
  • Provides both high level and detailed guidance to inform architectural and implementation decisions
  • Provide technical assistance with the project
  • Share expertise and make recommendations to customer while providing technical guidance and direction to customer project teams
  • Coordinate “reach back” with technical subject matter experts (SME) within GDIT to obtain specific knowledge or expertise to address customer technical issues
  • Develop realistic staffing plans along with supporting basis of estimates (BOE)
  • Understand impact of internal decisions on customer & vendor relationships & plans accordingly
  • Build & maintain relationships with key vendor partners to incorporate technology & capability customer growth.


  • Bachelor's Degree in a related discipline Engineering, Business Information Systems, Computer Science, Information Systems/Technology, or Business with a Technical Background
  • 8+ years of relevant experience
  • Experience with HHS/CDC Enterprise Performance Lifecycle (EPLC) and supporting large IT programs at CDC preferred
  • Must possess expertise in object-oriented programming and n-tier architectures
  • Must be a technical subject matter expert in one or more of the following areas needed to support customer application development efforts: .NET, SQL Server, Team Foundation Server
  • Must have background in system development, architecture and efficient system engineering practices
  • Strong knowledge of information technology, including all layers of the IT stack
  • Experience implementing any of the following capabilities:
    • Agile & Lean principles & methodologies for application development
    • No code/low code iBPM and/or CRM solutions
    • ITSM Automation & Orchestration
    • Big data analytics, data warehousing, data lake
    • Machine Learning & AI
    • Hybrid clouds and/or large scale cloud migrations (application, data, infrastructure)
    • Next-gen cyber defense capabilities (e.g. proactive threat detection & automated response)
  • Experience architecting and/or leading application modernization initiatives
  • Understanding of federal enterprise architecture concepts
  • Federal IT capital planning knowledge and experience
  • Business analysis skills
  • Ability to work independently or part of a cross functional team
  • Ability to lead projects and provide technical oversight to ensure alignment with strategic goals & objectives
  • Maintain technical proficiency by keeping current with the latest technologies, trends, standards, & products
  • Strong knowledge of commercial products/solutions, especially COTS software application products
  • Experience developing lifecycle cost estimates for technical solutions
  • Strong communication, presentation, facilitation and writing skills
  • Customer service orientation
