GDIT is seeking a Government Transformation Specialist to support the Department of Health and Human Services (HHS) Office of the Assistant Secretary for Health (OASH) legacy application modernization effort.  The overall objective is to consolidate, re-architect and re-factor existing applications in compliance with recommendations of the Chief Information Officer, Deputy Chief Information Officer, and IT Operations Director.

This position is 100% remote!

Responsibilities:

  • Conduct a Change Management Exploration to inform and assess internal and external Change Management needs, identify risks early, and support organizational transformation.
  • Define objective success metrics to evaluate Change Management initiatives.
  • Provide facilitation services such as Vision workshops
  • Meet weekly with leadership for Strategic Change Management coaching sessions with the CIO, DCIO, and key leaders on their teams.
  • Work across and collaborate with multiple scrum teams to provide strategic and tactical CM support
  • Translate complex technical processes and information into visualizations and resources to support the socialization and elevation of business priorities.
  • Create end-to-end CM strategies, deliver Release communication and training
  • Facilitate partnerships across offices within OASH (user interviews, feedback loops, engagement activities).

QUALIFICATIONS

Required:

  • BA/BS in Computer Science, 5+ years of experience
  • Successfully completed modernization effort in a federal government environment
  • US Citizen or Green Card holders only (H1Bs, OPTs and EADs are not allowed by contract
  • Previous Federal experience as it will expedite background processing request from HHS (Hire is contingent on ability to obtain HHS clearance)

Desired:

  • Certifications in CCMP (Certified Change Management Professional), CMS (Change Management Specialist), Association of Change Management Professionals, ITIL Mastering Change Management Certification, CMI (Change Management institution) would be a plus
  • 5 years of experience in Jira, Confluence, MS Project, MS Teams and SharePoint
  • 5 years of experience in organizational change management program design and implementation
  • 5 years of experience in change management/ organizational management/organizational development/ organizational psychology
  • 5 years of experience in modern Change Management (CM) theories, frameworks, and methodologies
  • 2 years of experience in Agile coaching and training
  • 2 years of experience in Healthcare related systems and data.
  • 2 years of experience in driving solutions for public health and science.
  • 2 years of experience in architecture, implementing, and operationalizing hybrid cloud solutions, and implementing all relevant security and compliance requirements.
  • Experience in Agile development and Lean management.
  • Experience in providing organizational change support beyond pure technology solutions.
  • Expertise with systems such as Adobe Creative Suite (Illustrator and InDesign)
  • In-depth knowledge of models and forecasting

The likely salary range for this position is $66,400 - $99,600, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
