GDIT is looking for a Deputy Program Manager who has a strong technical background in applications development and support for Oracle applications hosted in Microsoft Azure. Ideal candidate would also have some experience managing and/or administering infrastructure projects. This program supports full IT service delivery and management including Software Development and Support, Data Warehousing, Engineering, Systems and Network Administration, User / Desktop Support, Helpdesk, ITSM, Tooling, and Cyber Security. In this key role, you will be the primary program management oversight for successful service delivery of Application and Datawarehouse activities through engagement with Government stakeholders and other program staff. You will provide program thought leadership for continuous service improvement and delivery of program services. You will perform some program support activities shared by the Program Manager and step in as Program Manager in the PM’s absence.

The Deputy Program Manager will also serve as the Transition Manager for the stand-up of the contract ensuring early contract deliverables are met and all services are transitioned from incumbent contractors. Ideal candidate will have deep technical knowledge in Oracle applications and Microstrategy data warehouse capabilities and experience in implementation of DevSecOps principles in order to drive modern software development best practices and automation. You will team with the Program Manager to provide oversight of a team of geographically diverse program staff of developers, engineers, project managers, cyber analysts, administrators, help desk agents and desktop support technicians. You will review plans and schedules, provide guidance, develop approaches for CSI or corrective actions for service delivery in support of program performance. You will be backup to Program Manager in coordination with corporate support resources, direction of PMO staff, deliverables review, contract and financial management for the program/contract. You will conduct complex analysis and plan development for program level activities and technical projects. You will coordinate with the Government customer to understand program requirements, communicate contract delivery performance and scope, and provide responses to customer inquiries.

Position is for full time employment with GDIT, and will be based at our customers location in Washington, DC. One or more days a week teleworking may be allowed with government and manager approval.

Job Responsibilities:

  • Directs, plans and reports on programs application development and support activities
  • Directs, plans and reports on programs data warehouse activities
  • Leads initial program/contract transition activities
  • Performs technical activities as needed in the execution of programs applications and data warehouse requirements
  • Supports conformance with program and project task schedules, costs and contractual obligations
  • Supports the development and maintenance of technical, performance, and financial reports to show progress of projects to management and customers
  • Organizes and assigns responsibilities to PMO subordinates and other program staff
  • Review plans, schedules and deliverables from program team and present to PM for final reviews
  • Drives continuous service improvement (CSI) on the program
  • Review program performance (SLA, KPI, OLA, leading/lagging indicators) and develop approaches for CSI or corrective actions
  • Support the Program Manager in the successful management of the program in the following areas:
    • Support contract and subcontract management
    • Support financial management
    • Support vendor management
    • Support personnel management
    • IT Service Management (ITSM)
    • Support service level management
    • Support project management in delivery of new and updated services
    • Continual Service Improvement
    • Quality Assurance and Quality Control in alignment with corporate policies and CMMI-3
  • Use corporate tools to perform program tasks serviced out of these tools
  • Take lead role on program activities as outlined by PM
  • Manage program in Program Manager absences
  • Represent program in customer and corporate meetings
  • Identify and communicate contract change and new business opportunities to PM and corporate leadership

Qualifications

  • Project Management Professional (PMP) required
  • ITIL Foundations Certification v3/4 strongly desired or obtainable within 6 months
  • Bachelor’s Degree in Business, Engineering, Computer Science, Information Systems, or Social Science or minimum 4 years of applicable experience in lieu of degree
  • Ten (10+) years of experience managing successful IT and/or applications teams, projects or programs on-time and within budget.
  • Must be available to the Government customer’s COR by phone or email on and off-duty hours.
  • Must respond to Government request for discussion or resolution of all performance, service, delivery, and technical inquiries or problems within two (2) hours of notification.
  • Experience implementing automation and DevSecOps principles and best practices
  • Solid understanding of and demonstrated experience in using appropriate tools:
    • Agile PM tools
    • Project management principles and tools (MS Project and JIRA)
    • Microsoft Project, Visio, and all Office Tools
  • Experience in project management lifecycle including initiation, execution through closure
  • Proven success developing detailed implementation plans and schedules taking into consideration project constraints
  • Proven success in planning, scheduling, and executing technical projects within budget and schedule
  • Experience in working with key stakeholders in the planning of projects and migrations
  • Experience in working with program staff, customer POC’s and users in requirements gathering and project charting
  • Familiar with data security concepts and tools
  • Strong written and oral communications skills
