The Affordable Care Act (ACA) requires every state to establish a health insurance exchange (also called Health Insurance MarketplaceSM) to facilitate the purchase of health insurance for individuals and small businesses. Through the Center of Program Integrity (CPI), CMS has strong oversight and internal controls to protect consumers enrolled in the Marketplaces and safeguard taxpayer dollars. CMS develops and enforces rules for insurance agents, and brokers and others who assist with FFM enrollments. The Marketplace Program Integrity Contractor (MPIC) is designed to support this oversight. Through research, investigation and data analysis, the desired outcomes of the MPIC efforts are to prevent, detect, and resolve noncompliance with Marketplace rules, requirements, and laws; recommend administrative action to CMS; and recommend referral to law enforcement if potential fraud and abuse is identified.

GDIT is currently seeking a Data analyst/JIRA support specialist to join our MPIC team. In this role the data analyst/JIRA support specialist shall be in direct communication with the project team and responsible for applying analysis skills while working with and manipulating large and small data sets to identify data and prepare reports with an eye for quality. The ability to detect data relationships, patterns, and potential inconsistences is. The data analyst/JIRA support specialist will also be responsible for Tier 1/Tier 2 administration support to the project’s JIRA-based case tracking system, including maintaining and managing JIRA projects, dashboards, workflows, tasks/issues, scripts, and Insight objects, as well as managing permission levels and user privileges for the MPIC JIRA instance.


  • Provide general Tier 1 and 2 level administration activities to support the project’s JIRA instance, including:

    • Manage user/user group passwords, roles, and permissions, troubleshooting, maintenance, enhancements, evaluation, and creating maintaining documentation and user guides.

  • Work collaboratively with MPIC team leads and participate in meetings to validate and prioritize issues found within the MPIC Jira Instance

  • Help maintain the team’s JIRA development project that tracks all implementation and bug tickets

  • Determine ways to problem solve, analyze and develop solutions

  • Provide training and self-help documentation for JIRA users

  • Use Excel to manipulate data and prepare internal and adhoc data reports requested by the customer   

  • Help teams manage their processes and workflows, and identify potential roadblocks and upgrades as needed

  • Safeguard PII and PHI


  • Bachelor’s degree in Computer Science or related technical discipline, or an equivalent combination of education and experience

  • Six years general experience, including Microsoft Office Suite.

  • 2+ years experience as JIRA administrator/support specialist

  • Direct experience with the Atlassian product suite, with focus on JIRA and Insight for project/application administration

  • Demonstrated experience as a data analyst with an attention to detail and ability to manipulate large data sets as needed, and to identify patterns and anomalies

  • Ability to write custom JQL (JIRA Query Language) to pull specific data from the existing JIRA case management system and understanding of Power Scripts

  • Ability to construct custom dashboards using various filter types in JIRA to track case management and convey metrics for reporting

  • Knowledge of JIRA administration activities, including configuration, maintenance, upgrades, and enhancements

  • Ability to balance multiple priorities and deadlines in a fast-paced environment

  • Documented experience drafting system documentation including requirements, data dictionaries, data and system design documents, workflows, and scripts

Value-Add Experience

  • Experience with Agile methodologies and tools (e.g., Scrum, Kanban, etc.)

  • Atlassian certified JIRA Administrator

  • Experience in performing Atlassian installations, migrations, and plug-in installation

  • Working knowledge or willingness to pick up quickly support for additional Atlassian modules and add-ons such as Confluence, Power Dashboards, and ScriptRunner

  • Experience in Excel Macros

  • Experience with SAS programming

  • Experience with FWA claims and investigations

  • Experience with the Affordable Care Act
