The Enterprise Architect’s role is to plan & develop the overall logical and technical IT architecture and engineering plans for all end user IT services, IT support platforms and devices. This individual will provide technical leadership and consulting across the organization, from strategic decision making down to the project planning level. The Enterprise Architect will gain organizational commitment for all high-level plans and initiate and participate in projects to evaluate technologies and methods for implementing these plans.

The Enterprise Architect will be engaged on a regular basis with our Government customers, GDIT Management, GDIT alliance partners, and our subcontractors.  The candidate will have a working knowledge of Federal mandates for Government IT modernization and end user services, technologies, devices, and support platforms. The candidate will evaluate the technical state of the program, as well as enable and develop end user digital transformation and innovation roadmaps and project for our customer.

The ideal candidate should be able to perform the following:

  • Provide technical engineering services across our customer’s enterprise for agency-wide end-user computing platforms for desktops, laptops, and mobile devices, device configuration, technical refresh and customer data migration for hardware and software.
  • Be able to rationalize end user operating systems and agency applications residing on the government’s devices and develop recommendations for improving the user experience.
  • Assist with developing techniques for improving the support and testing of new hardware and software, while monitoring refresh deployments for our government customer.

Strategy & Planning

  • Maintain in-depth knowledge of the program and strategic business plans and goals.
  • The candidate should possess engineering architectural expertise of end user systems, devices and support platforms; and be able to provide direction and assistance to other engineers and support staff.
  • Document and develop in-depth knowledge of existing IT architecture, infrastructure, and technology portfolios.
  • Can develop, document, communicate, and enforce a technology standards policy.
  • Conduct research on emerging technologies in support of the end user experience, while recommending technologies that will increase cost effectiveness, end user productivity and flexibility.
  • Develop, document, make recommendations, and communicate plans for investing in end user IT infrastructure, including analysis of cost reduction opportunities.
  • Design, develop, and oversee implementation of end-to-end end user collaboration systems.
  • Support developing and executing of test plans to check end user related systems for performance. Report on findings and make recommendations for improvement.

Operations Management

  • Collaborate with Government leads to define business requirements for complex systems development and has the capability to get acceptance for proof of concepts and deployments.
  • Review new and existing IT projects, systems design, and procurement/outsourcing plans for compliance with IT standards and architectural plans.
  • Hands-on experience with business requirements gathering/analysis.
  • Strong understanding of information processing principles and practices.
  • Working knowledge in core enterprise applications, including ServiceNow, MS O365 and Teams.
  • In-depth technical knowledge of PC’s, networks, and platform operating systems, including VDI and Citrix.
  • Strong knowledge of end user hardware and software evaluation principles and practice.
  • Exceptional analytical, conceptual, and problem-solving abilities.

Specifically, the candidate will be able to provide the engineering and application services as denoted:

  • Be able to provide security compliance to include OS patching, end user device encryption, configuration management, remote device management and reporting.
  • Be able to support applications in the VDI and Citrix environments.
  • Provide automated software deployment to end user workstations via a standardized enterprise management solution.
  • Support testing of new hardware and software for possible deployment.
  • Be able to create and maintain a “Gold” (Common Core Desktop) image that will be used on end user physical client hardware and as the basis for VDI images.
  • Be able to develop software delivery packages for the removal, replacement, and/or upgrading of applications and patches up to the enterprise level (all workstations).
  • Create and maintain a library of IT Standard Configurations Documents, policies, and procedures for publication on EPA’s internal websites.
  • Monitor the software inventory loaded on end user devices, to include staying knowledgeable of agency-wide COTS software agreements and licenses.
  • Provide optimization recommendations including, but not limited to software, performance engineering and optimization and knowledge transfer and mentoring on service modules in support of CISCO and Avaya’s Family of Communications products.

Education and Experience Requirement

A Bachelor’s Degree in the field of computer science, information systems, or computer engineering or a minimum of 10 -15 years’ experience working in a technical engineering environment and has experience working with Federal Government managers.  Has ITIL V3 or ITIL 4 certification. Agile at scale certification a plus.
