The focus of this position is to work closely with the Joint Staff and Units within our customer's business divisions to gain in-depth understanding of their business strategy, processes, services, roadmap and the context in which they operate, with the goal of understanding, documenting and mapping the technical, process, and management capabilities needed to address the challenges facing them in meeting the needs of its customers.
The Senior Business Analyst is responsible for reviewing assigned business processes from end-to-end to identify and address operational, financial and technological risks. The Senior Business Analysts identifies opportunities to improve efficiency. Responsibilities of the Senior Business Analyst include from leading small to mid-size projects to assisting project managers on larger more complex projects related to operational business functions that affect the mission.
Roles and Responsibilities
Demonstrate up-to-date expertise in Information Systems and apply this to the development, execution and improvement of action plans by providing advice and guidance to others in the application of information, information systems and best practices
Support and align efforts across technical and managerial layers to meet the needs of our customers
Manage customer relationships and expectations by developing a communication plans and processes that are designed to keep management, stakeholders and customers advised as to the status of projects, and ongoing project results.
Identify ways to increase adoption of new systems and capabilities by customers and methods by which customer satisfaction can be improved
Demonstrated fluency in business processes and process differentiation
Analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes with the objective of identify duplicate needs that may be addressed through one solution, thereby improving services, speeding service delivery and reducing costs
Assist the government identifying and documenting needs and expectations of multiple stakeholders, and in the negotiation of solutions and their service levels
Assets the government to gather business requirements needed for system modifications, enhancement and implementations
Maintain currency with customer needs and strategies; utilizing formal and informal written communication methods (for example, emails, newsletters, PowerPoint presentations, executive updates, task lists, updates) to communicate digitally, visually and through presentations, updates and findings; and facilitating project meetings and presentations to all types of diverse audiences (for example, senior management, Customers, technical staff)
Lead or participate in project meetings designed to assist assigned Project Managers develop, complete and update project documentation; managing project scope; adjusting schedules when necessary; determining daily priorities; ensuring efficient and on-time delivery of project tasks and milestones; following proper escalation paths; and managing customer and supplier relationships.
Assist Project Managers in the creation and maintenance of project schedules by developing project plans and specifications, estimating time and resources, monitoring milestone completion, tracking all phases of the project lifecycle, providing timely reporting of issues that impact project progress, coordinating actions and resolving conflicts.
As necessary, design, develop and maintain Project Schedules in support of special mission requirement
Design, develop and maintain a Microsoft Project based integrated resource loaded Integrated Master Schedule (IMS), using input from assigned Project Managers and others.
Provide informal training to Project Managers in the use of Microsoft Project to aid in IMS maintenance
Provide leadership to Project Managers, project teams and peers by collaborating with others; articulating ideas and viewpoints to senior leadership, peers and others; identifying and initiating projects; managing resources; and driving the resolution of issues.
Identify, create and facilitate process design changes by conducting business and systems process analysis and design at a complex level; focusing on quality improvement and data management; ensuring measurable and repeatable processes; ensuring data is reliable and valid; developing process improvements or re-engineering and recommending elimination; integrating new systems and processes with existing ones; and partnering with internal and external customers to ensure systems provided meet the long-term business strategies
Provide and support the implementation of business solutions by building relationships and partnerships with key stakeholders and customers; identifying business needs; determining and carrying out necessary processes and practices; monitoring progress and results; recognizing and capitalizing on improvement opportunities; and adapting to competing demands, organizational changes and new responsibilities
Establish a Continual Service Improvement (CSI) process that continually monitors projects and other management activities, identifies service improvement opportunities (proactive and reactive) and tracks improvements from conception to implementation – measuring their success/impact.
Provide business level analysis – and as required, produce required Business Cases, Concepts of Operations (CONOPS), Total Cost of Ownership documents, Risk Reward Analysis, Strength/Weaknesses/Opportunities/Threat (SWOT) analysis, Balanced Scorecard tools and other tools and documentation that will aid the leadership prioritize projects and align resources to meet the needs of our customers.
Provide project level analysis – producing, and assisting Project Managers in the production of required project analysis documentation (business and technical requirements), business scope matrix/document, project charters, use cases, total cost of ownership, project sequence diagrams, future state proposals, and User Acceptance Test Plans (UAT).
Assist the Government, Project Managers, and Technical Teams establish Critical Success Factors, Key Performance Indicators and other success measurements that governs existing and emerging systems and capabilities.
Assist the Government in establishing criteria for and track the progress of our customer in achieving its mission, the Commanders Vision, Goals and quarterly objectives, and report on that progress to the Commander and leadership team.
Knowledge of general business principles, military and government organizations, and systems engineering concepts.
Strong oral, written and interpersonal communication skills in English and at the Graduate level.
Technically proficient with Microsoft Office products (Excel, Visio, PowerPoint, Access, Publisher).
Advanced to Expert level of knowledge with Microsoft Project, with experience in developing integrate master schedules from multiple project schedules.
Working knowledge of Python programming language
Required - Bachelor of Engineering / Science Degree in Project Management, Business Management, Business Analysis, Computer Information Systems, Information Technology
Preferred - Master of Business Administration or Master of Technology Management
Preferred – Education in two or more programming languages (e.g. Python, JAVA, C++, .NET)
Minimum if 10 years’ experience working as a business analyst within an Information Technology enterprise supporting 8,000+ users, with a Bachelor’s Degree
Minimum if 5 years’ experience working as a business analyst within an Information Technology enterprise supporting 8,000+ users Masters of Business Administration or Masters of Technology Management
Experience should include no less than three years working within the Department of Defense.
Self-starter with the ability to multi-task.
Strong leadership skills with excellent listening skills. Must have the ability to see multiple conflicting views and assist in the formation of consensus. Must be able to lead and to be led by others.
Strong formal and informal communications skills including the ability to mentor and train – must take satisfaction in the accomplishments of mentees
