**Position requires an active in-scope TS/SCI clearance and polygraph.**
Management duties will include:
Manages the day-to-day operations for assigned program, including technical work, staff supervision, financial and business
development activities. The position is responsible for managing primarily non-exempt employees working on multiple projects and

Supervises assigned technical and administrative staff, and performs personnel actions including hiring and performance
evaluation. Coordinate the creation and posting of requisitions, review candidates, conduct
interviews, and make hiring selections
Directs program activities to meet client and organization work objectives.
Serve as an initial point of contact for the government customer in regard to elements related to the positions, roles,
responsibilities, and performance of assigned team members.
Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
Performs program financial management services, including financial analysis, budget and cost quote preparation, cost
management, reconciliation, and profit enhancement.
Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
Prepares and provides various reports and technical reviews to senior management as requested.
Assist team members in locating and engaging GDIT support (HR, payroll, policy, etc.)
Ensures compliance with relevant corporate and government policies and standards.
Participates in special projects as required.
Contract duties will include:
Review, document, and trace functional and interface requirements for all allocated missions and coordinates with external entities
when necessary to resolve issues.
Review verification and validation processes and activities and identify risks, opportunities, and corresponding mitigation or
implementation milestones.
Coordinate among divisions to identify and coordinate new requirements, capture emerging risks and recommend plans of action
consistent with strategic goals.
Retain cognizance over all launch related studies and provide leadership with timely and relevant assessments.
Maintain familiarity with the customer strategic roadmap and updates to US space policy.
Provide day-to-day support to assure routine actions and briefings are addressed. Provide recommendations/products that reflect
best path for the customer based on extensive launch experience.
New Entrants assessment support non-recurring certification and framework of tasks needed for recurring mission certification.
Verify that recommended acquisition approaches are executable within the OSL resource constraints, mission integration risks are
identified and mitigated to low risk level.
Act as Director’s reach back capability to aid his decision making process.
Resolving fleet issues
Assess new entrant’s capabilities and processes
Develop acquisition strategies to procure launch services (EELV and non-EELV systems)
Develop acquisition documents
Evaluate mission specification requirements
Assess adequacy of verification data/actions
Identify elevated mission risks areas and develop mitigation approaches.
Conduct Interface Compatibility Assessment
Develop and maintain process documentation
Interface with customer to ensure compliance with corporate policy and procedures
Support the Launch Readiness Process
Interface with key mission personnel from mission partners including launch vehicle contractors, satellite contractors, AF Program
Offices, NASA and other mission stakeholder groups
Provide support L in preparing for and conducting all required meetings, briefings, reviews, and readiness assessments
Maintain working knowledge of launch base infrastructure, including communications networks, fiber and conveyance systems
Identify and scope facility and communications requirements for new missions and/or capabilities, along with recommended
Support evaluating, certifying, and fostering relationships with emerging launch vehicle companies
Assess strategic impacts of proposed launch vehicle fleet changes
Develop briefings for customer to present to leadership and external organizations
Support annual budget planning and execution reviews
Support technical and programmatic meetings
Participates in special projects as required.

Education: Bachelors Degree in Computer Science, Engineering or a related technical discipline.

10+ years of related systems engineering experience.
7 years space launch experience
5 years Government acquisition experience
Extensive knowledge of launch policy and procedures
Thorough understanding of launch vehicle processes and practices, launch site preparations flow and day-of-launch procedures
Thorough understanding of Satellite Vehicle launch interface requirements, launch transportation and processing requirements
Ability to perform thorough analysis and quick issue resolution simultaneously
Working knowledge of the acquisition lifecycle requirements
Program management experience and a working knowledge of AF budgeting and financial processes
Provide recommendations/products that reflect best path for the Government based on extensive launch experience
