Job Description

Join our team as a Human Resources (HR) Policy Specialist and make an impact to our clients by providing HR policy oversight, recommendations, and consultation regarding a broad range of HR-related policies and programs including staffing and recruitment, performance management, employee and labor relations, compensation, position classification and position management, and retirement coverage practices to ensure compliance with applicable policies, laws, and regulations. Must have knowledge of statutory, regulatory, and case law decisions and trends to help shape policy and program direction.  

  • Draft policy documents, justifications, and impact and evaluation analysis on a variety of topics to include direct hire authority, position variance, workplace/schedule flexibilities, employee discipline, hazardous/environmental pay, Union bargaining practices, and employee/labor relations.
  • Provide analysis on the classification impact of draft and new classification standards.
  • Draft and evaluate standard position descriptions and guides covering major groups of jobs to establish and maintain a uniform approach to, and consistency in, classification.
  • Analyze, interpret, and brief on legal, regulatory, and policy guidelines as it relates to assigned program areas.
  • Provide workforce management and related advice and support to senior clients.
  • Perform benchmark analysis on human resources policies and practices of federal agencies.
  • Create and refine process maps, standard operating procedures (SOP), and other interpretive guidance related to multiple HR policy.
  • Respond to Congressional inquiries and general correspondence to clarify operating policies and procedures.

WHAT YOU’LL NEED TO SUCCEED:

  • Education: BA or BS degree, MS preferred.
  • Required Experience: 15+ years of experience
  • Required Technical Skills:
    • Demonstrated experience in Federal Human Resources (HR) Policy. Preferred: direct HR experience from the U.S. Office of Personnel Management or an HR/Human Capital office of a major Federal agency.
    • Advanced skills in MS Office Suite (Word, Excel, Project, Visio).
    • Excellent visualization skills.
    • Superior excellent oral and written communication skills.
    • Knowledge of:

      • Selective Service
  • Security Clearance Level: Secret or Higher

Salary and Benefit Information

The likely salary range for this position is $112,000 - $168,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
