Senior Project Manager – Master Scheduler Secret Springfield, VA
US Battlefield Information Collection and Exploitation System eXtended (US BICES-X) is a cutting edge program supporting DoD intelligence information sharing on current and emerging global threats to mission and coalition partners and emerging nations. With an internationally dispersed team supporting each combatant command, the US BICES-X team is in direct support of the warfighter and their missions. Serves as the lead Project Scheduler responsible for coordinating, developing and integrating all planning and scheduling activities for small, medium and large size, complex projects/programs within an assigned Region or Division. Prepares and issues master schedules, problem analysis reports and variance reports. The Project Scheduler should fully understand major business components and implications specific to scheduling for Information Technology Companies and will ensures compliance with the US BICES established Project Management Methodology.
Experience developing Integrated Master Schedules that includes operation and sustainment work and 20+ projects for a large program; includes resource loading, leveling and auditing of projects.
Proven skills in Microsoft Project and Microsoft Project Server
Utilize Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
Assist in the development and implementation of scheduling guidelines (schedule management plan), to include baselining, updating and scheduling impacts.
Design and develop project baseline schedules, support implementing and maintaining integrated master schedule (IMS) and work breakdown structures (WBS).
Coordinating associated deliverables, and updating elements of the Scope of Work throughout the project life cycle, including recovery plans and what-if schedules.
Perform what-if/impact analysis of schedule shifts on tasks and milestones
Identify risks affecting project cost, schedule, performance, and support development of alternative courses of action or recovery on slipped schedules.
Must have the ability to produce schedules visually depicting decision points, milestones, progression and interdependence of the project tasks to provide program with a clear picture of the project schedule, communicate project updates and support effective decision making.
Identify process improvements and develops action items, monitors and ensures the completion of such action items.
Serves as the scheduling subject matter expert and mentors the program staff on scheduling actions.
Perform audits on various schedules and plans and prepare required documents in accordance with program audit management processes.
Understand of enterprise-level scheduling software.
Propose processes that will aid Integrated Scheduling and understands the impacts of any changes to deliver full capability to programs projected schedule.
Assist project team in developing and maintain periodic project status reports to keep management informed on project progress and issues.
Attend required PM meetings to include: Cost Performance Reporting, Scheduling Meetings and Program Management Reviews as requested.
Propose processes that will aid Integrated Scheduling and understand the impacts of any changes to deliver full capability
Extensive working knowledge of Microsoft Project, including Project Server.
Create and maintain Microsoft Project files, including use of templates from completed projects, define project tasks, resource assignments, milestones, predecessors, successors, durations, date constraints, % completes, baselines, critical paths, etc.
Troubleshoot and monitor potential schedule issues to include bottlenecks and critical path.
Determine, monitor, and review all project schedules to include resources, interdependences, and risks.
Working closely and effectively communicate with staff members and the client to ensure efficient and accurate schedule developments and updates.
Meet with project teams and resource managers as required to develop baseline schedules, perform updates, and recovery schedules.
Monitoring and maintaining status schedule progress.
Identify and communicate significant schedule risks to staff and management team.
Assist in developing resource loading and level process for project schedules using the performance work statement (PWS), technical proposal, WBS and oral directions from senior project managers and technical leads
Conduct project management related training as directed by PMO.
5+ years of experience required.
Must possess and maintain a Secret Clearance (Top Secret Clearance a plus).
BA/BS degree or equivalent work experience required.
Relevant scheduling experience with a strong project management background understanding project management processes
4+ years of IT Project Management experience.
PMP Certification required. If absent, must obtain within six months of hire.
ITIL V4 Foundation within six months of hire.
Proficiency in developing, resource loading, analyzing and reporting on project schedules within MS Project/Project Server.
Experience with MS Office Suite/Tools including Word, Excel, PowerPoint and SharePoint
The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.
Excellent writing skills, to include ease with business grammar, strong verbal and written communication, and presentation skills.
Demonstrated understanding of DoD information technology systems, tools, process, or organizations.
Can take direction from several individuals as well as work on a variety of projects simultaneously.
Depending on job assignment, additional specific certifications may be required.
