Functions as the contractor Site Lead. Plans and coordinates all staffing actions and coordinates manning requirements with the QAE & govt leadership. Works closely with govt planners regarding TDY support requirements, and processes required Travel Authorization and other required documents for travel funding authorization. Serves as the senior Mission Command (MC) / C2 engineer. Advises the govt leadership regarding the operation, utilization, interoperability, and maintenance life-cycle management of complex MC/C2 systems. Formulates and defines C2 System architecture scope and objectives. Performs at an advanced technical level on all phases of applications systems analysis and implementation activities. Establish procedures to solve complex problems regarding system capacity and limitations, operating time and output. Monitors the status of all C2 systems to determine network accessibility, proper configuration, operation, and security. Where problems or anomalies are detected, ensures corrective actions are applied using the systems' Program Management Office (PMO) prescribed access methods alongside industry best practices. Communicates system problems and deficiencies with the appropriate PMO. Coordinates with govt leadership to evaluate interoperability and compatibility issues and to set priorities and schedules for update actions. Works with PMO and govt leadership to secure information, investigate and resolve problems and conduct MC evaluations. Coordinate with USAREUR Major Subordinate Commands (MSC) to establish required connections for desired data sharing to support the USAREUR theater Common Operating Picture (COP). Develops and maintains C2 System architecture diagrams depicting all internal & external interfaces and data connection endpoints. Plans and implements architectures to facilitate GCCS I3 interoperability and data sharing with Army Mission Command Systems. Mentors and provides technical guidance to less experienced MC/C2 analysts.
Experience planning complex C2 architectures for Mission Command (MC) systems such as GCCS-J COP/I3, GCCS-A, DCGS, CPOF, DDS, ADSI, and CmdWeb based on Army Doctrine to facilitate interoperability and data sharing. Must have a broad understanding of C2 architecture concepts and data sharing methods, to include COP, GCCS-J I3, MIDB, DDS/PASS, Theater Ballistic Missile Defense (TBMD), Targeting, and Fire Support. Must have in-depth knowledge of functionality and data requirements for C2 applications such as ICSF, Agile Client, JC2CUI, JEM/JWARN, JTT, AWS/AWSAdmin.
Must have 10-15 yrs experience planning and maintaining C2 systems such as GCCS-J, GCCS-A, ICSF, C2PC, and PASS/DDS. Must have 10-15 yrs experience configuring and maintaining Unix and Windows based operating systems at both the server and client/workstation level. Must have experience using Visio to develop complex systems architecture diagrams; experience linking Visio diagrams and SharePoint lists and/or external databases a plus.
