The Project Manager is a member of a larger team of project managers supporting modernization and engineering efforts for our DoD customers.
The ideal candidate will provide end-to-end project management services for our DoD customer engineering projects. He/she use the DoD customer current processes, standard operating procedures and tools as defined in the DoD customers operating guidelines and framework.
The project manager will work with system engineers and other staff within the organization to develop the appropriate project management artifacts to include Business Case Analysis (BCA), Project Charter and Management Plan, Cost Estimation worksheet, Project Plan, Project Schedule with Work Breakdown Structure, Change Advisory Board artifacts, Requirements, Risk Management Framework artifacts, Request for Change, Design, Engineering Implementation Plan, Test Plans, Operations Guide, and others located in the Program Management Office (PMO) Templates repository.
The project manager will assist the Engineering Team to ensure all artifacts are stored in the project repository and that a comprehensive transition plan is created to facilitate systems transfer to production and O&M team.
The project manager will work with other contractors and key stakeholders to insure all information assurance, mission assurance, and Government security requirements are met, validated, and certified for operation in the production whenever conducting a project management effort.
The project manager will guide project management of both the customer systems’ planned transitions and implementations; and the identified product vendor’s recommended solutions.
Project management activities include: developing, capturing, and analyzing requirements, schedule, cost, and performance metrics, verification of achievement of key system technical parameters, developing and maintaining a program execution plan, conducting contractor oversight, satisfying requests for information from stakeholders, managing program risks, identifying new cost and threat reduction opportunities, conducting design reviews and test readiness reviews, and other execution activities, developing and maintaining customer project documentation, such as integrated master schedules, project plans, identifying and managing cross-Agency dependencies.
Duties include the following:
Develop a strategy and management plan to coordinate with the Government to fortify future requirements of transitioning solutions into operational use from within a Software Defined Network and a Development Security Operations environment.
Execute the strategy and plan upon Government approval.
Maintain the Project Portfolio within the Project Management tool.
Adjust project management methods to service top priorities and critical tasks of the year, rapidity of change, fluidity of prioritization, and constant influx of projects. The contractor shall adjust methods to non-standard nature of the environment.
Collaborate with all stakeholders to establish requirements and consider alternatives that promote effectiveness, efficiency, and customer satisfaction.
Utilize the Government’s Project Management tool to manage and track all project artifacts and reporting. Each project shall be updated, at a minimum, once per week.
Provide weekly status reports using the Integrated Project Server tool.
Deliver preliminary project plans for every project assigned by the Government within timelines specified by the customer Project Management Process for small, medium, and large projects and associated BCA, if applicable. Preliminary project plans shall include a notional design, scope document, and a preliminary budget.
Maintain all resources that work on projects within Project Management tool for resource loading into schedules.
Provide resource utilization reports from Project Management tool to assist with project prioritization.
Conduct Project Kick-Off Meetings, coordinate, and host all other necessary meetings, across all the customer agency key stakeholder Centers, to properly communicate and socialize the project intent and plan.
Coordinate activities and resources across the entire project, ensuring all Centers are properly informed, accountable, and responsible for their tasks.
Use commercial best practices when developing schedules.
Identify and manage project risks and issues, communicate potential impacts to the critical path and the overall schedule.
Develop and maintain a Risk Register within the Project Management tool.
Develop risk mitigation plans and escalation processes for risks that cannot be mitigated.
Manage changes to the test and production environments, hardware, and software in accordance with their Change Management Process.
Liaise with Change Management to determine exact content, rollout plan for the release, and ensure that all items being rolled out or changed are secure and traceable via the CM Database.
Manage Customers and Users expectations of releases and rollouts.
Monitor projects for progress and resource consumption and report variances to Government task lead.
Expedite progress when required and initiate corrective action, if necessary.
Provide a summary of all projects, in all phases, as requested by the customer, the leadership, stakeholders, or for ad-hoc purposes.
Additional reports may be required if specific variables require a “deep dive” into the details.
Using ITIL framework, will develop and submit transition plans for approved systems to move to Service Operations.
Use an Agile approach for developing evolving requirements.
Perform project management status reviews to include project schedule, risk, and issues status.
Manage and coordinate all project activities across projects, associated boards, vendors, and teams as well as oversee schedules and resources.
Brief leadership and customers on the status of projects throughout all project phases.
Provide resource utilization reports within the Project Management tool to assist with management of the Project Portfolio and determination of resource availability for prioritization of new projects.
Provide documentation for Risk Management Framework (RMF) requirements and transition of projects to Service Operations.
Strong understanding of Software Engineering and System Development Life Cycle
Understanding of Agile methodology.
Experience working in an ITIL environment
Experience managing system engineering projects
Experience using project management tools such as MS-Project.
Experience using DevSecOps tools
Excellent communication skills
Required Knowledge and Experience:
Active Secret Clearance
5-10 years of Project Management experience
BA/BS or equivalent years of experience
Microsoft Project experience
Microsoft Office experience
IAT Level II 8570 compliance
Knowledge of Cloud Migration Projects is a plus
