As a C2SES 4 Program Manager, you will help ensure today is safe and tomorrow is smarter by enabling Commander USSTRATCOM with C2SES capabilities.  C2SES provides Commander USSTRATCOM, supported Combatant Commands, Component Commands, and other authorized users with modernized mission critical communications and computer systems utilizing common integrated information and decision toolsets, applications, and capabilities in a fully synchronized, net-centric information environment, necessary to maintain deterrence and, if required, dominate in conflict. Simply put, you are supporting our Nation’s number one mission of Nuclear Deterrence. Our work depends on C2SES 4 Program Manager, who is TS/SCI level cleared, joining our team to serves as a technical liaison between the Contractor and Government. You must possess the ability to work independently with little supervision, embrace autonomy, seize opportunity, and be trusted to deliver your best every day. 

HOW C2SES 4 Program Manager WILL MAKE AN IMPACT

As an Agile Program Manager (PM) you are responsible for planning, leading, organizing, and motivating agile teams to achieve a high level of performance and quality in delivering software that provide exceptional value to customers. We are looking for curious, intelligent and motivated people who also have strong servant leadership skills and are interested in becoming part of an Agile team.  You will be a program and team-level change agent who embodies Agile practices in a diverse and technically complex software development project within our Air Force Business Area portfolio. Duties include ensuring that the program meets the required delivery goals and metrics within the scope, schedule, and budget constraints. This position requires consistent interfacing with the customer and stakeholders as well as business and functional leadership, staff, and subcontractors. Additionally, the PM establishes and implements tactical and operational plans for the C2SES4 program with significant impact on the achievement of corporate functional results. The PM will develop short-to mid-term strategies to ensure that functional results are achieved. The PM will be responsible for managing resources in support of three applications in a system of systems framework. A practical understanding of Agile principles, frameworks, tools and concepts will be key in successfully performing in this role.

Primary responsibilities include:

  • Establish, maintain, and expand strong customer relationships via face-to-face meetings, informal tag-ups, and open communication
  • Collaborate with product owners to segment desired outcomes into the appropriate story and release stages
  • Support the Product Owner in managing customer expectations for program deliverables, managing stakeholder communications, and helping to implement an effective system of program governance
  • Lead and manage software development and delivery on large, complex software applications (potentially consisting of multiple Agile Teams). Software deliveries will often require integration with other applications developed and maintained by other Contractors.
  • Ensure successful management of program
  • Focus on the timely delivery of working software
  • Organize and lead status/working meetings, as required
  • Prepare and distribute progress reports
  • Manage risks, issues, cost, performance, and schedule
  • Create appropriate metrics and track accordingly
  • Develop corrective action plans
  • When necessary, blend traditional program management principles and practices with an Agile development approach, while leading a transition to full Agile development.
  • Evaluate complex risks/issues and provide recommendations for project improvement

WHAT YOU’LL NEED TO SUCCEED:

Education:

  • BS degree in a technical discipline

Required Experience:

  • 7+ years of experience as a Program Manager leading successful efforts of a similar nature, complexity, and size (large, complex programs in a high-tech development environment with cross-functional, high-performing Agile teams teams).
  • Minimum of 5+ years of experience as a Program Manager successfully managing and implementing software programs using Agile methodologies.
  • Experience overseeing multi-functional Teams with at least 5-9 Team members each
  • Experience leading projects in one or more of the following domains: Scaled Agile Framework (SAFe); Large Scale Scrum (LeSS); Agile/DevOps methods and tools; Dev/Ops Team Interactions; Software development with continuous integration and automated test frameworks.

Security Clearance Level:

  • Must possess a Top-Secret clearance based on a Special Background Investigation and be eligible for Sensitive Compartmented Information (SCI), Nuclear Command and Control (NC2) and Special Access Program (SAP) access.

Preferred Skills:

  • MA or MS
  • 10+ years of experience as a Program Manager leading successful efforts of a similar nature, complexity, and size (large, complex programs in a high-tech development environment with multifunction teams)
  • PMP
  • PMIACP, CSM, Lean Six Sigma or equivalent preferred
