Systems Analyst / Tester - REMOTE!

GDIT is seeking a mid-level System Analyst/Tester to work in a dynamic agile team environment. The desired candidate will be results oriented and able to define system and business requirements and test results necessary to maintain and enhance enrollment, payment and premium data for Medicare beneficiary enrollments into Medicare Part C and D Plans.

This position will perform business, systems analysis, and testing for the CMS Medicare Performance and Payment Systems to support new development and system maintenance of the Medicare Advantage Prescription Drug (MARx) System.

This role is fully remote!

Specific tasks will include:

• Defines and creates business, functional and system requirements.
• Actively participates/leads business discussions and /or joint application development (JAD) sessions, internally and externally.
• Analyzes detailed systems factors, which may include input and output requirements and information flows.
• Demonstrates business and systems understanding of the requirements to the internal stakeholders and to the customer to obtain approval.
• Understands the needs of the customer and stakeholders and represent their needs when communicating with technical staff, both internal and external
• Documents and presents analysis and recommended solutions to system or process problems.
• Develops and/or update documentations and supports other authors of release or user documentation.
• Performs quality assurance review of requirement specifications for internal and external delivery.
• Serves as a technical leader/SME within the Business Analyst team, and mentors other analysts on the team and across the program.
• Perform data analysis and/or system testing, as required, to support the MARx program. 
• Design and implement testing plans.
• Assess performance of IT products and services to ensure they meet established quality standard.
• Provide cross functional support to help resolve defects and errors in IT products.
• Monitor and analyze production activities. 

REQUIRED QUALIFICATIONS:

• Bachelor’s Degree and 2+ years of directly related recent business/systems analysis experience
• SQL and experience with databases and data warehouses
• Strong experience in analyzing and documenting business, system and functional requirements using methods such as gap analysis, data analysis, data mapping

DESIRED QUALIFICATIONS:

• Experience and knowledge of MARx.
• Experience with AWS Cloud Migration and on-going support .
• Experience with Mainframe/ DB2, and/or MicroStrategy BI tools.
• Background or familiarity with Go and APIs Design.
• Experience with screen designing with the aid of User Experience resources.
• Experience with the Agile framework.
• Ability to write requirements in an Agile User Story format.
• Experience with PostgreSQL and Github a plus.
• Health care benefits experience is strongly preferred.
• Centers for Medicare and Medicaid Services (CMS) experience is preferred.

The likely salary range for this position is $56,000 - $84,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
