Job Description

General Dynamics IT (GDIT) is looking for a passionate, highly skilled, self-motivated, experienced Application Development Manager to join our team as we continue to partner with New York State of Health (NYSoH) to provide comprehensive health coverage to more than 4.5 million New Yorkers.

Our GDIT State & Local LLC team provides NYS with innovative and agile health benefit exchange (HBE) solutions that deliver the functionality required to comply by the Patient Protection and Affordable Care Act and provide the flexibility needed to easily scale up to support future requirements.

Heres where you come in:

Our project is a large-scale Java web services environment. The Application Development Manager oversees the delivery of new software features, enhancements and major version upgrades, in addition to day-to-day application support of the NYSoH platform. The person in this role will work closely with the Development Team, Client and other program functions. This individual is expected to be a hands on leader will promote quality, service, teamwork, growth and cost-effective management of the resources.   In addition to providing management and oversight, this individual helps develop and implement new technologies.  Individual will manage software programmers, integrators and delivery resources. The individual must be a strong collaborator/team player and must have the ability to work in a matrix capacity as needed to support other program functions.

  • Maintain a strong focus on delivery priorities, holding others to account for delivery, and swiftly responding to changing requirements.
  • Provide leadership to manage teams’ results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures
  • Drive teams effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies
  • Maintain a strong functional team by recruiting, selecting, orienting, and training employees; maintaining a safe and secure work environment; developing personal growth opportunities.
  • Identify, manage and seek to resolve technical risks and issues
  • Contribute to team effort by accomplishing related results as needed.
  • Maintain quality service by establishing and enforcing organization standards.  Ensure assignments are given and followed up
  • Build knowledge, capacity and capability within teams, promoting a culture of continuous improvement
  • Accountable for the delivery of ad hoc project work and special assignments on behalf of the team
  • Coordinate with the Development managers on defect deliveries, ensuring a smooth delivery
  • Create and share monthly analytics across the track with an strategic items reported
  • Gather and report detailed performance data against key indicators, to generate actionable improvements to the quality of service offered
  • Drive quality delivery supporting other development and program teams.
  • Communicate and document in a clear and crisp manner
  • Manage NYSoH client relationship at all levels.
  • Remain up to date on key technology, business and industry trends by attending educational workshops when available; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
  • Partner with other Development managers to support and help drive program Application deployment, migration and practices

Here’s what You’ll Bring to the Table:

Education

Bachelor’s degree in Information Technology related field

Management and Technical Skills

  • Ten (10)+ year track record of relevant work experience
  • Four or more years leading an Applications Development team
  • Experience with DevOps best practices and frameworks, preferred hands on experience with Redhat OpenShift, which is the target platform for the NYSOH Application.  OpenShift is an enterprise ready Kubernetes container platform

Soft Skills

  • Demonstrated ability to effectively manage a team
  • Strong, effective communication skills
  • Proven collaboration skills
  • Technology savvy with a broad understanding of current trends
  • Data driven, understanding the need for and apply analytics.
