As the Technical Operations Director supporting CMS’ Healthcare Integrated General Ledger Accounting System (HIGLAS), HIGLAS Identity Management (HIDM), HIGLAS Business Intelligence (HBI) and our Consolidated Budget System (CBS) you will be entrusted to be the Program Manager, managing technical operations & maintenance, special projects, and program budgets, while optimizing operational enhancements, innovation, and continuous improvements.
HIGLAS, our most mission critical application, is a very large complex system with approximately 3,000 total users, processing an average of 4.5 million transactional claim records per day which equates to over 1.2 billion annually. There are an average of 46,000 new account receivables and 168,000 payments processed per day along with 20,000 queries/reports run daily. Utilizing Oracle Federal Financials as the base application of HIGLAS, it provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.
In this role, a typical day will include:
Working closely supporting, and responding to the Government’s Director of Technical Operations, also serving as a point of escalation for all Technical Operations, as needed.
Collaborating with CMS to sustain technical operations & maintenance, creating innovation, achieving efficiencies, and ensuring successful financial management of the Technical Operations area
Managing the day-to-day technical oversight of the work performed by the Database Administrators (DBAs), System Engineers (SEs) and Developers who sustain the technical development and management of our HIGLAS/Oracle R12 E-Business Application, Hyperion, Business Intelligence (OBIEE and Incorta), Identity Management (IDM) and ServiceNow (SN) applications.
Successfully managing the budget for the Technical Operations contract line number, including GDIT compliance by meeting monthly financial, EVM and SLA reporting requirements
Maintaining responsibility, accountability, and authority for directing and managing system performance, specifically related to the program’s infrastructure, technical operations, Oracle E-business suite (HIGLAS), Hyperion (CBS), Identity Management (HIDM) and Business Intelligence (HBI) applications services
Providing leadership, supervision, and guidance for all contractor personnel, inclusive of subcontractors and teaming partners
WHAT YOU’LL NEED:
Bachelor’s degree in Computer Science, or related area; and 15+ years in a Technical Operations Leadership role on a federal government contract of similar size and contract value (equivalent combination of education and experience such as master’s and 13 years will be considered).
Experience managing a Team of 50+ resources.
Experience managing financials consisting of Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF) contract types.
Strong Oracle applications technical background including experience in a similar mission critical technical environment including ITSM, ServiceNow and Agile, with a significant number of direct staff
Proven skills in technical and systems operations problem resolution, systems, and resource utilization
Experience organizing, directing, and managing teams, projects, daily operations, and functions involving complex, inter-related activities
Experience managing the client interface at senior levels of an organization
Experience and ability to manage a program with Earned Value Management (EVM)requirements and compliance of a CMMI Level 4 program for development and services
Prior experience managing subcontractors cost and performance
Ability to obtain a Public Trust and have resided in the US 3 out of the last 5 years per contract requirements
Prior experience working on a program with a base application of Oracle Federal Financials is required
Experience developing technical presentations and/or writing and presenting business case and white papers or writing and contributing to industry proposals
Experience developing Basis of Estimates (BOE) and budgetary estimates
