EVM Manager / Business AnalystSupporting Southern Command Information Technology Enterprise Services (SCITES)Based in Doral, FL (please note, this is not a work from home role).

General Dynamics has a great opportunity for someone well versed in utilizing Earned Value Management techniques to help manage various projects on our large program supporting US SOUTHCOM Technology Enterprise, which is spread over two continents and has thousands of users in 30+ countries.

While challenging, person in this role will have a great impact on ensuring the security of the United States and our partners.

Analyzes business and technical processes to formulate and develop business information processing systems. Will coordinate and interface with various business and technology teams on SCITES program.

Primary Responsibilities:

Manage budgets for multiple IT projects spanning the entire lifespan from procurement to end-of-service. 

Estimate, Measure, and track ROI for  IT projects.  Maintain clear and open communications with all stakeholders.

Gather requirements and develop cost and ROI for IT projects.

Develop and support lifecycle scheduling, and prepare all procurement, sustainment, and service support plan preparations with emphasis on gathering metrics for ROI tracking.

Assist in fiscal budget projections for IT projects.

Support IT service delivery in accordance with the respective IT service performance metrics, including contracted service level agreements (SLAs), operating level agreements (OLAs), and Associate Contractor Agreements (ACAs)

Must be hands on and experienced with Earned Value management (EVM) techniques and best practices. MUST be able to demonstrate actual experience using EVM. Additionally prefer someone knowledgeable and experienced with DOD budgeting process.

Will provide expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements

Identifies and analyzes business needs, conducts requirements gathering, and defines scope and objectives

Responsibilities may include, but are not limited to identifying and eliminating duplication, outsourcing opportunities, streamlining, centralizing, business improvement processes, manufacturing improvement processes, and/or vendor selection

Uses quantitative analysis methodology to perform data, cost and benefit, and/or process measurement analysis

Researches industry trends for application of process improvement techniques and best practices


BA/BS or equivalent

2+ years of experience

Clearance: Secret or higher

Desired Certifications:

Must have PMP and IAT Level II compliant certification (i.e. CompTIA Security+)

Preferred (not required) Certifications:

- Project Management Institute (PMI) – CAMP

- ITIL Foundations v.3 / v.4
