GDIT is currently seeking a State and Local (S&L) Contracts Administrator Advisor to serve a key role on our State and Local Contracts Team, with a focus on our Civil business area. The State and Local (S&L) Contracts Administrator Advisor will be a trusted advisor to all customers (internal and external) to drive company and customer missions in a complex and competitive market. Additionally, this individual will support every aspect of the procurement lifecycle and use creative thinking and problem-solving skills to drive solutions that help solve our critical missions This position will work closely with executive leadership to address key issues and provide sound advice leading to great business decisions. This role is viewed as critical to the success of a key growth area within the overall GDIT portfolio.
This role includes performing in a hands-on contract administration role to support on-going proposal pursuits and administration of current contracts. This position will work closely with capture and proposal teams to assess and advise on contract risks related to potential opportunities and work with the business team to anticipate/identify, track and remediate contractual issues to resolution and perform daily contractual administration. A critical part of this position is to advise on contractual issues that may arise during program execution. The State and Local (S&L) Contracts Administrator Advisor will work closely with executive and program management and serve as a corporate policy and contracts compliance advisor. This individual will be the focal point for all customer contractual communications and must be able to build and nurture customer (internal and external) relationships.
Task and responsibilities in this role include, but are not limited to the following:
Manage relationships with internal customers to help build a business unit that executes flawlessly and expands business
Engage with internal and external leaders/customers of all levels to develop and maintain a trusted advisor role
Prepare moderately complex proposals, negotiate contracts, and administer contracting activities from pre-RFP through closeout
Provide contractual and business recommendations to technical staff, business leaders, and other leaders
Manage, develop (through participation with proposal team), review, submit and negotiate technical/cost proposals
Initiate and maintains contract administration and business relationships with internal and external customers and stakeholders
Identify, track, mitigate, and resolve risk issues
Monitor performance of contracts for conformance to contractual terms and conditions and ensure that contracts are in accordance with legal requirements, customer specifications, laws, and regulations
Provide support for pre-RFP/RFQ analysis, proposal preparation review/support, negotiations, post-award contract set-up and administration, and contract closeout support
Communicate clearly and consistently both orally and in written format to enable appropriate actions
Develop proactive approaches to solve problems or find efficiencies
Work with legal as appropriate to ensure compliance
Professional certification (CPCM/CFCM) preferred
Bachelor’s Degree in Business Administration or a related business with 8+ years of related experience in contracts administration.
In lieu of degree, 12 years of related experience in contracts administration required.
Experience with complex contract clauses including Service Level Agreements.
Exceptional written and oral communication skills.
Ability to independently resolve complex contractual issues and recommend business solutions to satisfy both internal and external teams.
Clearance: No clearance required. Must be able to obtain if needed.
Team player to work with local and corporate groups.
3 years of experience supporting State and Local Government contracts and new business opportunities.
Understanding of State & Local Government Solicitation and Contract Terms and Conditions.
Strong collaboration skills and working effectively with deadlines.
The likely salary range for this position is $76,000 - $114,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
