GDIT is hiring Program Manager/Sr. Data Scientist to lead the GDIT project team providing support to the Centers for Disease Control and Prevention (CDC) Data, Analytics, & Visualization (DAV) Task Force Ongoing COVID-19 Response Support. Due to the recent events caused by the COVID-19 pandemic, the CDC DAV Task Force is responsible for identifying and tracking COVID-19 cases, spread and containment. GDIT will place 50+ skilled staff of Scientific Data Analysts, Biostatisticians, Public Health Analysts, Informatics Specialists, operations/administrative staff to operate embedded within The DAV Task Force supporting the COVID-19 response. This is a fast-paced program supporting the largest response in CDC history.
The candidate will be responsible for the successful staffing, cost, schedule and performance of the contract. Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager/team leads, and the Contractor’s senior management. Works directly with the client to establish detailed staffing requirements for each team and coordinates with internal recruiting and partner/subcontractor teams to place appropriately-skilled staff in each requirement. Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM shall utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas. The candidate should be knowledgeable in data science, epidemiology, public health, and/or data management to be able to effectively screen staff to be placed on this response. This position will manage a large program of over 50 staff with team leads and senior staff as direct reports. The ideal candidate will have the experience of a senior data scientist with the program management skillset to run a new large fast-paced program.
Program Management Responsibilities:
Responsible for administrative duties such as review of work schedules, hours worked, and appropriate time off.
Supervise assigned GDIT personnel to include daily employee accountability and provide overwatch of other contractor personnel.
Serve as a liaison between business and technical aspects of projects.
Monitor progress to assure deadlines, standards, and cost targets are met.
Primary interface with the Contracting Officer (CO), Contracting Officer’s representative (COR) and Government team leads.
Provide technical, contractual, subcontractor and resource issue resolution.
Provide leadership for the team to identify and implement opportunities for service enhancements
Provide administrative and functional support for personnel activities such as time keeping, performance reviews, counseling, and hiring.
Develop assigned GDIT personnel with all appropriate tools to include formal training resulting in the most potential possible on an individual and collective basis.
Manage assigned GDIT projects to include recruiting and hiring actions along with financial statuses.
Perform business development tasks to include proposal writing/development as directed.
Bachelor of Science in a relevant area (Public Health, Epidemiology, Statistics, Data Science, Information Systems, Information Technology, Management / Business Management, Engineering or Computer Science) (Master’s Degree or Doctorate Preferred)
10+ years of overall progressive experience
A minimum of 5 years of experience managing/supervising staff of highly-skilled data scientist, data managers, epidemiologists, or programmers (SAS, R, SUDAAN, STATA or other statistical software; PowerBI, Tableau, etc).
Desired Skills and Experience:
Experience on an outbreak response in any capacity.
Experience managing a program of 20 or more people.
Experience in Federal contract project/program management.
