Senior Financial Analyst

General Dynamics Information Technology – Federal Civilian Division is currently looking for a Senior Financial Analyst to join our team to support the Department of Army. This position is based in Frederick, Maryland.

The analyst will be the primary focal point for the Planning, Programming, Budgeting and Execution System (PPBES) process. Work involves providing financial management, program planning and analysis, and integration and coordination of business plans; monitoring the execution (i.e., obligation/disbursement) of funds; evaluation of the use of resources and recommendation of adjustments and redistribution of funds within accounts to optimize response to programmatic changes, staffing levels, and funds availability; and analyzing government and contractor technical performance against cost and schedule reports in conjunction with technical experts.

Financial support includes, but not limited to, the following tasks:

• Support product managers in budgetary and financial functions associated purchase and procurement of goods/services.  Support requires coordination with other specialists, project members, and other work groups at the Activity, other Activities, and at the Headquarters level.
• Use the General Fund Enterprise Business System (GFEBS), initiate Purchase Requisitions and execute monthly financial reports for obligations and disbursement rates. Analyze and provide reports on programmatic planning and execution data, provide periodic updates to financial plans inclusive of planned release schedules, fiscal year activity, and prepare reports that will be used to brief senior leadership.
• Prepare contract packages to support timely awards and facilitate the acquisition process, as needed, to ensure contracts and agreements operate smoothly. 
• Understand fiscal and appropriations law as it pertains to formulation and execution of Research Development and Acquisition (RDA) programs, and acquisition program development and execution processes to conduct senior level cost, schedule and performance review on RDA programs.
• Ability to handle demanding situations with clarity, focus and professionalism, and to respond quickly to quick turnaround taskers.  Many projects/taskers are characterized by such factors as extraordinary urgency, priority, or constraints which create a need for judgment in making major compromises to satisfy the overall technical/management requirements.
• Participation in special projects as required.

REQUIRED QUALIFICATIONS:

• Bachelor’s Degree in Finance or a related business discipline, or the equivalent combination of education, professional training, or work experience.
• 5 years of related DoD acquisition finance. 
• Must be U.S. citizen and be able to obtain a TI (Public Trust).

PREFERRED QUALIFICATIONS:

• Extensive working knowledge of GFEBS; PPBES process, schedule, actions, and requirements to integrate, promote, and defend medical RDA programs; in-depth understanding of standard Army and locally generated planning and execution systems (e.g., Comprehensive Cost and Requirement (CCaR) System, a plus. Extensive knowledge with the Financial Management Regulation (FMR)
• Familiarity with DoD Acquisition System as detailed in DoDI 5000.02, a plus. 
• Excellent MS Excel skills. 
• Excellent written and oral communication skills.
