Our work depends on a DATA ANALYTICS SUBJECT MATTER EXPERT joining our team to support the Centers for Medicare and Medicaid Services (CMS) activities in Columbia, MD.

As a Data Analytics Subject Matter Expert supporting CMS on the Enterprise Master Data Management Contract (eMDM), you will provide subject matter expertise in CMS business processes and technical aspects of data analysis to a staff of data analysts. You will perform technical design in coordination with the architecture team, design and conduct critical hands-on analyses, and develop/provide technical briefings, some of which may be at the executive level.

In this role, a typical day will include:

  • Conduct system analysis of complex data sets for CMS and other stakeholders across various data domains, such as Medicare & Medicaid providers, Medicare & Medicaid beneficiaries and Affordable Care Act (ACA) Marketplace consumers
  • Develop automated and manual processes to validate data inputs of a master data management system, assuring data can be ingested, stored, manipulated, and used for dissemination
  • Efficiently manipulate XML and other standard file formats
  • Build and maintain temporary databases and data structures necessary to analyze and troubleshoot issues with current and planned data sources
  • Support CMS with ad-hoc data requests and proof of concepts, and work with team leads to maintain a high level of ongoing data quality within the master data management system
  • Design and conduct data verification to allow certification of system data integrity (true to source)
  • Analyze and evaluate incoming data from many disparate data sources to inform data modeling and ETL design decisions for large data integration projects
  • Ensure that the program team maintains necessary data domain knowledge
  • Understand and explain data linkages, hierarchies, sequencing, and nuances in new and existing data sources
  • Maintain a log of source data issues and provide the customer with timely guidance on the impact of the issues and mitigation options
  • Provide inputs on complex data modeling and database design and development efforts
  • Participate in peer reviews and other life cycle activities to ensure the team understands the data and produces accurate, high quality deliverables with respect to the data
  • Lead the data analytics team and review team work products to ensure quality and timeliness

WHAT YOU’LL NEED:

  • PhD degree in Computer Science, Information Systems, or Computer Engineering, or minimum of 15 years of experience
  • 8-10 years of data analytics experience, specifically focused on large health care organizations and/or federal provider/beneficiary data experience:
    • Experience with Beneficiary, Provider and/or Program Organization Relationship data domains
    • Advanced SQL query design and development to conduct ad hoc queries and answer critical questions about complex data
    • Identifying, analyzing and interpreting trends, issues or patterns in complex data sets at an expert level, and using intermediate to advanced logical data modeling
    • Developing complex ad hoc reports, and presentation of results to the business and the technical staff
  • 3 years of experience as a successful team lead
  • 3 years of experience with tools used to design, develop and implement large systems (e.g., Informatica ETL; DB2; IBM InfoSphere; Microstrategy; and ERWin)
  • Candidate must be able to obtain Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years

PREFERRED QUALIFICATIONS:

  • US citizen or a Green Card holder
  • Centers for Medicare and Medicaid Services (CMS) experience
  • Design, development, implementation and maintenance of a master data management system
  • SME-level knowledge of Health Care industry data, especially CMS, Medicare and/or Medicaid data
  • Experience with Business Intelligence, Big Data and Analytics tools and techniques
