General Dynamics IT (GDIT) is looking for its next passionate, highly skilled, self-motivated, experienced Technical Program Director to join our team as we continue to partner with New York State of Health (NYSoH) to provide comprehensive health coverage to more than 4.5 million New Yorkers.
Our GDIT State & Local LLC team provides NYS with a health insurance benefits exchange platform for comparison health insurance shopping. In addition to being the comparative market place, the exchange is the place to obtain subsidies and other cost sharing reductions. The exchange with innovative and agile health benefit exchange (HBE) solutions that provides the technology to deliver the functionality required to comply by the Patient Protection and Affordable Care Act. Since go-live in 2013, the platform has been able to scale, undergoing changes/upgrades to support business and regulatory change, including most recently the American Rescue Plan.

You’ll join our talented Program Executive Team managing functional areas that provide support to deliver upgrades and customer enhancements. The platform is a large-scale Java web services environment. It is a three-tiered application (web, application, and database server) with multiple levels of security between each tier.
We are looking for strong leader with a wide breadth of technology knowledge aligned to the program technologies. In addition to technology expertise, we are seeking experience in health insurance, a track record of leading large development, testing the operational areas within IT. Experience managing external clients is a must. The role will drive change as requested from the customer for new functionality being a key focal point for client communications. The role will also have a strong focus on continuous improvement working closely with internal and external stakeholders. Experience working within a large highly matrixed organizations is a must.
The Program Director will directly manage development, testing and operational areas reporting into the Account Executive / Sr. Program Director. The Program Director shall represent the Sr. Program Director when they are unavailable and interface directly with GDIT leadership and customer as needed.
Here’s what You’ll Do:
Collaborate -• Management of the overall change control over the program. Works in collaboration with key stakeholders across different internal/external settings to facilitate the implementation of strategic, operational and performance improvement objective
Connect – Accountable for connecting the business and the technical needs of the program, driving execution, establishing effective communication and have the customer experience firmly as their focus.
Communicate – Manage communication of system design and development activities to client. Establish and maintain effective communication throughout the program.
Develop – Promote team skills, and staff development through and coaching
Direct – Execute all contract administration activities as required. Manage all phases of programs from inception through completion.
Evaluate - Ensure that all System Design and Development is performed in accordance with the existing SDLC.
Implement – Executes and oversees processes that accurately estimate design and development efforts. .Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Improve - Initiates recommendations to the client for system application improvements.
Lead – Management of the planning, design, testing and implementation of the NYSoH program. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Negotiate - Participates in the negotiation of contract and contract changes as needed. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
