GDIT is seeking a Senior Program Manager in support of DHS / CISA/ CSD / Operational Collaboration (OC) branch to assist CSD and the OC with its mission of operational and strategic planning, partnership engagement and coordination, product development, and integration across the OC, CSD, DHS, other Federal Departments and Agencies, and with key cybersecurity partners.

The successful candidate shall be responsible for the performance of the work and provide overall direction to contractor personnel working under this SOW.  The Senior Program Manager shall be a single point of contact for the Contracting Officer and the COR.  The Director is further designated as Key by the Government.  Candidate will manage a medium to large team or department focused on multiple areas -- medium to High complexity. During any absence of the Senior Program Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract.  Candidate must have an active Top Secret and required to obtain an SCI as part of the position.

Must Have Requirements:

  • Knowledge of cybersecurity concepts and policy, and US Government interagency roles and responsibilities. desire and aptitude for developing a transparent, well-coordinating and trusting relationship with federal personnel and contractor teammates, helping them to problem solve/execute work well Customer service oriented, focused and extremely responsive and energetic
  • The ability to prioritize and attend to conflicting client request
  • Minimum of fifteen (15) years of experience, of which at least ten years must be specialized experience, including project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, and demonstrated capability in managing multitask contracts of the same or similar magnitude.
  • Leadership experience
  • Excellent writing and editing skills
  • Business development and proposal experience
  • Must have in-depth knowledge of cybersecurity concepts and policy, and US Government interagency roles and responsibilities

Educational Requirements:

  • Bachelors degree in Computer Science, Information Systems, Information Assurance, Engineering, Business, or other related discipline. Equivalent years of directly related experience may be considered in lieu of educational requirements..

Daily Responsibilities:

  • Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.

  • Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.

  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.

  • Responsible for profitability and revenue growth of assigned program(s).

  • Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.

  • Performs business development activities at all stages, including the preparation and review of technical and cost proposals.

  • Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.

  • Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.

  • Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.

  • Prepares and provides various reports and technical reviews to senior management as requested.

  • Ensures compliance with relevant corporate and government policies and standards.

  • Participates in special projects as required.
