Program Manager

Program Manager-General Dynamics Information Technology, a world leader in Defense IT Systems Integration and Services is seeking an Experienced Program Management Professional.  This position will be for full time employment and will provide enterprise IM/IT services requiring innovative solutions to address mission needs. The Program Manager oversees and manages all aspects of the program and serves as primary point of contact between GDIT staff and the customer with responsibility for program execution, schedule management, quality management, change management, communications, risk and issue management, contract management and financial management.

RESPONSIBILITIES:

  • Maintains overall programmatic (cost, schedule, performance) responsibility for the execution of the Contract as well as the technical performance of the program.
  • Single point of contact for program-related issues and incidents.
  • Communicates critical and time sensitive program-related information directly to the the client.
  • Represents the Contractor at program-related meetings to discuss cost, schedule, and technical performance.
  • Meet with clients to gain feedback on team performance and take action to address gaps, if any.
  • Meet budgetary objectives and make adjustments to project constraints based on financial analysis
  • Work with the customer and the GDIT team to develop comprehensive project plans to be shared with clients and other staff members
  • Ensure efficient delivery of contract capabilities using industry standards and repeatable processes.
  • Manage and oversee subcontractors, as well as full time employees. Direct the work of employees assigned to the program from technical and administrative areas.
  • Direct all phases of the program from inception through completion. Responsible for the cost, schedule and technical performance of the program.
  • Participate in the negotiation of contract and contract changes.
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Review status of projects and budgets, manages schedules, and prepares status reports.
  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders.

QUALIFICATIONS:

  • A minimum of ten years of experience with the management of an Enterprise IT Service Delivery and Management Program similar to the requirements of this TOR
  • Five years of experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar in size and scope as proposed for this TOR.
  • Project Management Professional (PMP) or Program Management Professional (PgMP) Certification issued from the Project Management Institute (PMI).
  • An active Secret security clearance.

Desired

  • Five years of experience developing a strategic vision for a complex organization, balancing modernization needs with critical daily operations and maintenance requirements.
  • Five years of experience managing programs or projects in a DoD environment.
  • Five years of experience  with the Federal procurement process.
  • Five years of experience with the administration of cost-type contracts.
  • ITIL® v3 Practitioner or ITIL® V4 equivalent

Required Skills and Experience -

  • Demonstrated leadership and managerial skills.
  • Experience managing and motivating technical experts including data architects, software developers, and web developers.
  • Experience coordinating limited resources across multiple projects.
  • Ability to monitor various projects, address issues that arise and ensure milestones are met.
  • Agile methodology aware

Clearance:

  • Security Clearance: Shall hold or be eligible for an active SECRET DoD Clearance

Work Location:

  • ITIL®V3 Expert Level Certification or ITIL® V4 equivalent.
  • Five years of experience in managing Enterprise IT operations similar in size, scope, and complexity to the requirements of this TO, including implementation of ITIL best practices.
  • An active Secret security clearance.

Desired qualifications

  • Possesses a current DoD 8570 IAM level I Certification.
  • Five years of experience managing the device configuration and patch management for an enterprise operation of a similar size, scope, and complexity.
  • Five years of experience managing service desk teams and supporting a requirement that is similar in size, scope, and complexity to this TOR.
  • Five years of experience in communicating with Government personnel, including agency executives.
  • Five years of experience providing performance-based customer service support against multiple performance metrics in the Federal marketplace.

SKILLS AND ATTRIBUTES:

  • Experience managing service operations, as a service manager, against SLAs on a DoD TO/contract on a CPAF basis
  • Extensive knowledge and understanding of IT Operations and Service Delivery
