Our work depends on a Lead Systems Engineer joining our team to support the USMC customer in the preferred locations of Newport, RI or San Diego, CA. (Remote acceptable)

As a Lead Systems Engineer supporting a federal government customer, you will be trusted to support a software development and maintenance services team, which is evolving to an Agile environment. The team supports a C4ISR software suite and backend services that enable development and integration of external applications and data.
In this role, a typical day will include:
Scope of work includes requirements, design, implementation, testing, deployment, configuration management, information assurance, and maintenance. The Lead System Engineer will be authorized to and possess the system knowledge to manage, direct, execute and control all engineering elements on the contract.
Lead engineering, software engineering, integration, and testing support efforts. The support shall include technical analysis, technical interchange meetings, collaborative engineering and development of test and analysis tools
Develop a Systems Engineering Plan
Be familiar and ensure compliance with Department of the Navy and Marine Corps technical documentation that support software engineering, including military standards and specifications; other government documents (e.g., FIPS, FISMA, CJCSI, DoDi); and non-Government documents (e.g., EIA,IEEE, ANSI).
Review and provide technical advice on technical documentation submissions for systems development optimization
Provide engineering and technical support and advisement regarding problem definition, analysis, requirement development, and implementation for complex systems in the engineering discipline required to meet technical requirements.
Provide assessments and recommendations on system development, improvements, optimization, or support efforts.
Perform risk assessments and analysis employing modeling and simulation techniques.
Support the identification, tracking, and resolution of systems engineering issues related to technical interfaces, technology insertion/design improvements, and other program initiatives.
Prepare technical presentations, briefings, and papers to address program management issues in such venues as technical design reviews, technical review boards, and others.
Identify technical issues that need resolution.
Work with applicable Government team leads to facilitate the resolution of technical issues.
Identify risks and develop mitigation plans for identified cost, schedule, and technical issues.
Provide weekly reports on significant issues and actions.
Support transition of developmental efforts into production, and assist with the technical activities.
Conduct assessments and make recommendations for design, testing, and documentation utilizing full knowledge of all phases of application, analysis, and programming and research analysis techniques.
Provide engineering solutions in support of continued operational sustainment
Act as a point of technical escalation and resolution during the project lifecycle as it relates to technical decisions
WHAT YOU’LL NEED
Minimum 8-10 years as a System Engineer
Demonstrated .NET solution development
Demonstrated SOA experience
Current and relevant expertise with USMC, Joint, and Coalition Tactics Techniques and Procedures (TTPs) for C4I systems and the Information Exchange Requirements (IERs) between these systems
Experience in network administration
Experience in MS Windows and Linux operating systems administration
Experience in virtual machine administration
Experience with Geospatial Information Systems (GIS) operation and administration
Experience with XML and JSON data schema development
Experience with C4I Systems administration
Experience with technologies such as Amazon Web Services (AWS), GitLab, GitLab Runner, Jenkins, Terraform, Docker, Kubernetes, Python, Linux, Jira, Confluence
Performs duties with opportunity to exercise initiative, independent judgement and discretion under minimal supervision.
Ability to oversee the overall technical implementation of applications and frequently interact with internal and external business contacts.
Ability to oversee the technical integrity while providing technical guidance to clients and department staff
BS in a technical field or equivalent experience (Computer Science preferred)
Must have a minimum of fully adjudicated DoD Secret clearance confirmed within JPAS
DODAF architecture or UML
• Information Assurance Technical Level II (IAT II)
• One of the following:
Certification in the Information Technology Infrastructure Library (ITIL) framework for information technology (IT) infrastructure, development, and operations and demonstrate knowledge and possess an awareness of the standards, including ISO/IEC 20000 the international standard covering the IT Service Management elements of ITIL.
CMMI (Associate or Professional)
Agile Professional Scrum Master (preferred)
