GDIT s military health team is HIRING a Sr. Scientific Technology Transfer (T3) Manager to support the 59th Medical Wing (MDW), located at Lackland Air Force Base in San Antonio, Texas.
The 59th Medical Wing Science and Technology (ST) office advises and conducts clinical and translational research on matters pertaining to the medical aspects of the Air Expeditionary Force and the health of Air Force (AF) personnel and beneficiaries. In order to support the required research, ST offices conduct translational research in the areas of emergency medical care, combat casualty care, force health protection, restorative medicine, clinical and rehabilitative medicine and specialty centers.
Summary: Conducts activities of the Office of Research and Technology Applications (ORTA) in enabling DoD funded and sponsored medical researchers to do collaborative clinical research, secure the intellectual property of the research outcomes, and transfer the results to commercial development and fielded capabilities.
Duties & Responsibilities:
Senior executive professional, functional, and technical experts in technology transfer and transition (T3) who apply specialized analytical skills to support the drafting and completion of various technology transfer and transition mechanisms, agreements, technical products, systems, studies, planning, establishment of requirements, modeling, other related management and professional duties, and resolution of research project issues related to Technology Transfer Agreements, Intellectual Property determinations, and Patent Processing.
Provides highly developed technical and functional information on complex research tasks associated with technology transfer and intellectual property determinations. Serves as a professional expert advisor across many programs and projects on T3 actions. Provides group facilitation, technology transfer training, and additional forms of knowledge transfer; offers specialized support on all 59 MDW technology transfer and transition (T3) activities.
Supports the medical research and principal investigator(s), and portfolio managers through the facilitating collaborative medical research between the 59 MDW and academia, not-for-profit organizations, governmental agencies, and other research and development entities.
Develops collaborative and cooperative research agreements that support researchers and facilitates collaborative medical research between the 59 MDW and academia, non-profit and not-for-profit organizations, governmental agencies, and other research and development entities. Agreements include but are not limited to Cooperative Research and Development Agreements (CRADAs), Material Transfer Agreements (MTAs), Memorandum of Agreements (MOA), Memorandum of Understanding (MOU), Commercial Test Agreements (CTA), Partnership Intermediary Agreements (PIA), and Educational Partnership Agreements (EPA).
Provides T3 services as defined by Defense Health Agency (DHA), AFI 61-301, DHA Procedural Instruction 3201.05, DoDI 5535.8, and other applicable federal regulations, policy memos, and instructions.
Assists and ensures coordination of legal reviews through AMFMCLO/JAZ and 59th MDW Medical-Legal office on negotiations with Collaborators to execute T3 mechanisms and the execution of licensing agreements
Coordinates the legal reviews for collaborative and cooperative research agreements, resolves issues and differences of opinion for various elements of the legal agreement and provides a final, revised agreement to senior leadership for review, signature, and implementation
Continually reviews policies, procedures, research objectives, and organizational structure to providing recommendations to researchers and their leadership to eliminate problems or barriers for establishing collaborative or cooperative research agreements, promote collaborative team building, implement quality/process improvements, and enhance the support provided to customers.
Reviews research protocols and related research documents to identify possible Intellectual Property (IP) that may need to be protected/secured through patents, trademarks, or copyrights.
Promotes increased awareness of the importance of patents and encourages the submission of invention disclosures at an early stage of development.
Reviews and evaluates invention disclosures, assists researchers with filing patent submission packages for consideration, establishing licensing agreements to transfer technology to commercial industry, and the management of royalty payments.
Manages the database for tracking collaborative agreements, patents, licensing agreements, royalties, and other pertinent documentation and uses information to generate reports to senior management.
Develops and provides researchers, project, program, and portfolio managers with comprehensive training and education on collaborative research agreements, filing patents, establishing licensing
Minimum Qualification and Experience:
Ph.D preferred. Masters degree in scientific, engineering, health services, mathematics, statistics, operations research or management science discipline and five (5) years’ specialized experience in any area above listed in this service description.
Five (5) years’ demonstrated knowledge of specialized analytical skills for identifying trends, patterns, and insights in technical and scientific data.
Five (5) years’ working experience providing effective management of project teams and accomplishment of project activities and objectives. Regarded as highly competent in the field of industry and has facilitated the planning, design, and development of governing policies, programmatic issues, or technology.
Possesses professional certifications or licenses if required for practice in field of study in state of residency.
