The HRIS Business Analyst will directly support the Department of the Navy (DON) Manpower, Analytics, and HR Systems Directorate (MAHRS) team and the Office of Equal Employment Opportunity (OEEO) located at the Washington Navy Yard. This client-facing role will provide system administration support for online IT applications and will also support efforts in technical project management initiatives. The candidate selected for this role must be well organized, a task master, strong communicator, and self-sufficient.


    • Serve as an essential member for both MAHRS and OEEO and coordinate with a Team Lead
    • Manage daily operations, routine updates, and project initiatives for several HRIS systems
    • Act as the primary systems administrator for several tools
      • iComplaints, Navel Electronic Accommodations Tracker (NEAT), OEEO SharePoint
    • Provide registration support for the Federal Sector EEO Portal (FedSEP)
      • Coordinate with both OEEO personnel and legal personnel for system access
      • Respond to occasional user requests and coordinate with client
    • Perform as the main liaison between client, system vendors, and daily users as it relates to resolving system issues and implementing improvements
      • Respond and resolve daily user requests
      • Ability to gather and track requirements
      • Prepare action plans to track goal fulfillment and maintain request’s scope
      • Perform quality checks by building occasional test cases
    • Build custom reports and perform data analysis
      • Provide support for annual, quarterly, and custom report needs of client
    • Ensures compliance with system access guidelines
      • Recommends continuous process improvements to ensure system access integrity
      • Processes System Access Request (SAR) forms
    • Create presentations with various system recommendations based on needs of the client
    • Utilize basic project management skills to assist with system upgrades, migrations, and other needs of the client as requested
      • Ability to build and maintain a project management plan with several stakeholders
    • Strong communication management skills (written and verbal)
    • Perform administrative support functions including:
      • Maintaining OEEO staff lists
      • Document organization
      • Agenda creation and minute taking for OEEO
      • Upkeep of email distribution lists
      • Drafting Weekly Action Reports (WAR)


    • Bachelor’s Degree required
    • Minimum of Three (3) years of professional experience
    • Experience interfacing with multiple clients and stakeholders
    • Experience in translating business needs into technical requirements
    • Experience in managing projects, requirements gathering, and risk tracking
    • Ability to communicate effectively and collaboratively in a team environment
    • Ability to qualify for a DoD Secret Clearance


    • Basic knowledge in SQL
    • Experience with Entellitrak, cloud-based platforms, or HRIS system management
    • Experience with system migrations
    • Basic knowledge of waterfall or agile project management methodologies
