The Navy’s Personnel Modernization (PersMod) team is seeking a Sr. Data Modeler to support the further development of an Authoritative Data Environment (ADE 2.0). This position may be supported from New Orleans, LA, Arlington, VA, or remotely.

As the KM Business Analyst, you will develop Knowledge Management (KM) solutions that address business requirements and that align with company/customer knowledge management and IT standards. The work consists of managing solution development, designing and conducting customer surveys, studies and process improvement recommendations of effectiveness, efficiency and productivity.

Additional duties include:

  • Experience gathering requirements from the customers and communicating these with developers.

  • Proficient managing enterprise solutions involving the latest version of SharePoint and Microsoft Dynamics CRM.

  • Being the Subject Matter Expert providing a thorough understanding of Knowledge Management concepts, processes, tools and methodologies and how they best meet customer requirements.

  • Leveraging Knowledge Management technologies, in disseminating knowledge products and services to an audience of military, civilians and contractors.

  • Use initiative, judgment and originality in researching and interpreting existing processes, policies and directives in order to recommend solutions.

  • Analyze and evaluate existing or proposed systems and designs KM systems.

  • Write or update software specifications and KM governance.

  • Perform quality assurance review of specifications for internal and external delivery.

  • Monitor system effectiveness in satisfying user needs. The Business Analyst will be required to meet with stakeholder to gather requirements as well as understand and apply the technologies that meet those requirements.

  • Manage current knowledge management practices and design new knowledge distribution policies while promoting the use of new knowledge management practices to ensure knowledge flows efficiently between the internal teams and external clients.

  • Analyze the effectiveness of the knowledge management programs by observing and documenting usage and evaluating its impact in terms of client benefits.

  • Interact with the internal team members and clients to answer queries about the knowledge management products and practices.

  • Design and develop training modules as needed to help the internal team and client to understand and access the knowledge management tools.

  • Strengthen connections between internal team members and clients to aid information exchange within the systems.

Basic Qualifications:

  • Bachelor’s degree or the equivalent combination of education, technical certifications, training or work experience.

  • 5+ years of experience as a Business Analyst supporting IT programs

  • Experience with Knowledge Management programs

  • Preferred Certification:  ITIL Foundations Certification

  • Secret clearance

Preferred:

  • Experience in working with the Agile Scrum Framework, and Waterfall methodologies.

  • Ability to work on a fast paced continuous delivery team to meet the changing needs of the clients and internal teams.

  • Working Knowledge and experience with the Navy’s MPT&E HR personnel systems.

  • Ability to clearly and concisely describe in written form, software problems and anomalies.
