The Affordable Care Act (ACA) requires every state to establish a health insurance exchange (also called Health Insurance Marketplace℠) to facilitate the purchase of health insurance for individuals and small businesses. Through the Center of Program Integrity (CPI), CMS has strong oversight and internal controls to protect consumers enrolled in the Marketplaces and safeguard taxpayer dollars. CMS develops and enforces rules for insurance Agents and Brokers, and others who assist with FFM enrollments. The Marketplace Program Integrity Contractor (MPIC) supports this oversight. Through research, investigation, and data analysis, the desired outcomes of the MPIC efforts are to prevent, detect, and resolve noncompliance with Marketplace rules, requirements, and laws; recommend administrative action to CMS; and recommend referral to law enforcement if it identifies potential fraud, waste, and abuse (FWA).
MPIC, an ACA Program Integrity contract team, is looking for an experienced SAS programmer with statistical knowledge to work with the customer and the MPIC team to perform in-depth data analysis. The SAS Analyst will work with a dynamic team of data analysts to extract and interpret data from complex existing databases. They will also serve as a lead and subject matter expert (SME) for other data analysts.
Discover information hidden in vast amounts of data to ensure the delivery of high quality investigative products
Enhance data collection procedures to include information that is relevant for building analytic systems, processing, cleansing, and verifying the integrity of data used for analysis
Provide architecture design input for implementing SAS Visual Analytics
Integrate information from a variety of the organization's operational and data warehouse systems and synthesize it to create self-service resources that enable users to explore the data and answer questions independently.
Contribute to or develop business intelligence and data modelling standards and guidelines
Enhance analysts' knowledge of SAS and Tableau dashboard creation and product automation
Provide guidance to the Cyber/Analytics team on dashboard creation
Develop technical design documentation to include, but not be limited to, entity relationship diagrams, data flow diagrams, and object-oriented design documents
Provide intermediate analytic programming support
Lead or coordinate a team of data analysts to expedite completion of various assignments and/or projects
Perform ad-hoc analyses and present results in a clear manner
Create sustainable data models using SQL and database tools
Support information requests from inception to delivery, translating user requirements into appropriate reporting objects that tell a story with data that includes, but is not limited to, analytic scorecards, dashboards, and reports
Develop and implement user-interactive reporting objects including filters, tool tips, and statistically-based/risk-based 'what if' scenarios
Clean and process data to prepare for analyses
Implement statistical analysis plan, data preparation, and data manipulation into SAS programs and macros
Maintain documentation for SAS programs and validation results
Suggest creative and active solutions for identified problems
Maintain plans to safeguard PII and PHI
The selected applicant will be subject to a government background investigation in order to obtain access to customer data
At minimum, Bachelor’s Degree and at least ten (10) years of related experience or an additional three (3) years of related experience in lieu of a Bachelor’s Degree
At least ten (10) years of experience with data collection, extraction, and analysis
At least five (5) years of experience using SAS for querying and analysis of data (Including complex queries and automation)
Two (2) years of experience managing and mentoring at least four (4) data analysts
Advanced computer skills with Microsoft Excel, including formulae, pivot tables, charting, graphing, and data tables
Strong written and oral communication skills
Ability to effectively communicate analysis results to technical and non-technical audiences
Highly organized with an ability to multi-task and meet deadlines
Experience with the Affordable Care Act (ACA) and Federally Facilitated Marketplace (Exchange)
Experience with Marketplace enrollment data, especially with the Multidimensional Insurance Data Analytics System (MIDAS)
Former government contract experience
