OPERATIONS MANAGER (AFRICOM) Stuttgart

General Dynamics Information Technology, a world leader in Defense IT Systems Integration and Services is seeking an Enterprise Operations Leader to provide flexible and quality IT services.  Using IT Service Management and Program Management skills and best practices will manage the day-to-day activities of over 100 IT professionals in multiple geographically separated areas and some in austere environments. This individual must possess strong leadership, communication, planning skills, and have a broad IT background in systems, servers, networks and hardware experience gained in managing and delivering critical IT services.

RESPONSIBILITIES:

  • Delivery of IT service and projects transitioning from Service Design (engineering) to Operations service owners for all end-user and customer-facing IT services and solutions

  • Ensure end-to-end delivery of services based on Government-approved ITSM (best practices) processes.

  • Plans, assigns, and directs training and support goals that align with the approved customer technical roadmap and documents and manages these in our employee performance system (Workday).   

  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.

  • Provide the expertise, best practices, and agility to maintain the constant changes and evolution of the enterprise IT environment to meet the demands of the AFRICOM mission.

  • Maintain working partnerships at all levels of the AFRICOM organization (i.e., strategic, tactical, and operational) to cohesively manage, maintain, and modernize networks, systems, applications, and technology within the enterprise.

  • Support day-to-day operational activities to provide end-to-end, enterprise-level monitoring, management, administration, performance optimization, and maintenance for all IT services, devices, applications, and infrastructure.

  • Support physical devices and software applications inclusive of hardware, software, networks, and facilities that are required to develop, test, deliver, monitor, control, purchase, or support IT services necessary to operate the entire enterprise.

  • Hires the best of the best by interviewing, selecting, and hiring Program personnel.

  • Ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services.

  • Performs complex administrative and analytical tasks in support of contract program deliverables.

  • Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.

  • Participates in quality assurance inspections, and customer satisfaction.

  • Participates in program financial management services, including financial analysis, budget and cost quote preparation, cost management, and reconciliation.

WHAT YOU’LL NEED TO SUCCEED:
● Education: BS/BA plus 5+ years’ experience managing IT service delivery requirements similar in size, scope and complexity.
● Required Experience: Three years’ experience managing local and geographically separated teams with some in austere working environments teams.
● Required Technical Skills: Demonstrated success improving, optimizing, standardizing, and streamlining customer support processes that yielded improvements in customer satisfaction and resulted in cost reductions. Demonstrated experience providing performance-based customer service support against multiple performance metrics in the Federal Government. Experience in effectively communicating with Government personnel, including agency executives.

It is desired that the Operations Manager have the following qualifications: ITIL® 4 Foundations Certification

PMP

CISSP and at least one of the following Computing Environment certifications are desired: 

  • VMware VCP DCV

  • CCNA (CCNP Preferred) with Cisco experience in Data Center ACI, Data Center Operations, Data Center Automation, and related technologies.

  • Microsoft 365

  • McAfee ePO/HBSS and/or Microsoft Defender

  • NetApp Data Administrator

  • Microsoft Azure/AWS

● Security Clearance Level: Top Secret Security Clearance with SCI eligibility
● Location: Stuttgart, Germany (Ability to live OCONUS for at least 1 year.)
