Analyst will provide support to the Surface and Mine Warfighting Development Center (SMWDC) in San Diego, CA by providing subject matter expert (SME) advice and assistance in the areas of Advanced Tactical Training (ATT), Operational Support, tactical and operational-level doctrine review and writing, capability analysis, assessments and experimentation.
Candidates for this position shall possess at a minimum:
Must have surface navy experience at the Senior Officer level (Minimum 05 level)
Must have been an Executive Officer Afloat.
Must have extensive, at least 5 years, experience in the Program Objective Memorandum (POM) process.
Must have experience with the Warfare Improvement Program (WIP).
Current SECRET Security Clearance
Responsibilities for this position will include but may not be limited to:
Support, assist, review and make recommendations to ensure all requirements are anticipated and scope enables program execution.
Review and comment on Fleet Concepts of Operation (CONOPS) and other operational requirements documents.
Evaluate, assess and monitor unit-level and senior Navy staff mission area readiness and operational capability through direct observation or indirect analysis of performance metrics.
Support the Fleet Collaborative Team (FCT) to provide detailed technical and tactical recommendations to support the Warfare Improvement Program (WIP) and development of the SMWDC IPCLs.
Conduct analysis of Fleet Wholeness trends and projects.
Monitor trends in operational proficiency and training/readiness shortfalls to determine where Force Wholeness and readiness improvements are needed/required.
Compile, analyze, and consolidate technical information into clear, understandable documentation; support analysis of programmatic performance metrics. Conduct assessment of current IAMD, SUW, ASW, AMW, and MIW systems and develop tools to refine existing activities.
Support the Fleet Experimentation (FLEX) program in order to test new technologies, conduct risk reduction measures, and refine tactical guidance as required by HHQ.
Support Technical and Modernization Working Groups, Knowledge sharing networks, and Surface Warfare Enterprise initiatives. Prepare reports, summaries, observations and decisions points and to document organizations assigned action and responsibilities.
Provide analytical and technical analysis for impact studies, operational cost/benefit analysis, dependency models, and project tracking that support capability assessments, experimentation and future requirements tasks. Provide expertise in program planning and risk identification, recommend management and mitigation activities.
Support Program Objective Memorandum (POM) Department of Navy (DON), and Presidents Budget activities. Evaluate and provide feedback on surface force mission area continuums (AMW, IAMD, MIW, Surface ASW, SUW) annually prior to POM submission.
Draft white papers, concept papers, impact statements, technical reports, meeting summaries, or other material that document results meetings or analyses, and/or pertinent issues relating to SMWDC Planning or capability activities.
