As the Senior Program Director for the Global Security Engineering & Supply Chain (GSE&SC) program, you will lead a program that provides security engineering to address current and projected gaps in security posture, cradle to grave global supply chain management services, and rapid response to evolving world events for our Department of State customer.

The Senior Program Director will be responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that require managing teams of staff at multiple locations.

Responsibilities include:

  • Management and responsible for the successful completion of all tasks in assigned program area including technical work, financial goals and business development activities
  • Responsible for profitability and revenue growth of assigned program
  • Provide overall direction of program activities
  • Manage and maintain contractor interface with the senior levels of the customer’s organization and building relationships with Senior Government officials based on mutual trust
  • Ensure successful delivery of program objectives
  • Assembling and leading an engagement and delivery team focused on delivering customer value for clients through innovation, execution excellence, consistent service delivery, and continual service improvement
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations
  • Working with the government, other vendors and teaming partners to integrate systems for optimal performance
  • Mentoring, coaching, and developing staff to ensure ongoing performance and professional growth
  • Ensuring that we meet key milestones, deliverables, and service levels throughout the life of the program
  • Collaborating on the development of business and technical strategies and solutions that drive growth, strengthen economics, and improve customer value
  • Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business
  • Perform financial management with profit and loss responsibility for the program with the responsibility to meet or exceed financial targets
  • Performs business development activities at all stages, including the preparation and review of technical and cost proposals.
  • Supervise assigned technical and administrative staff, including subordinate supervisor, and performs personnel actions including hiring and performance evaluation
  • Prepares and provides various reports and technical reviews to senior management as required

Minimum/General Experience:

This position requires a minimum of ten years progressive experience in managing/leading federal IT Programs in similar size and complexity. Experience should include:

  • 5+ years of prior experience supporting programs of similar size and scope for the Department of State
  • Positive working relationships with current Department of State leaders and decision makers
  • Experience with management and supervision of a significant number of staff (200-400) of various labor categories and skills in federal projects/programs of similar size and scope
  • Significant proposal preparation and costing/pricing analysis skills
  • Must have the ability to solution and present strategies effectively, and to be a persuasive communicator on program and technical issues
  • Experience gathering customer requirements for large complex services to develop solutions focused on long term goals
  • Experience in Engineering and Supply Chain
  • Have or the ability to obtain a Secret and Top-Secret clearance.

Minimum Education and Certifications:

  • A BA/BS degree (computer science/systems, information systems/technology, engineering/engineering technology, software). Masters preferred
  • PMP Certified
