General Duties:

  • Serves as the senior JS J6 Liaison Officer assigned to the MPCO and prepares and presents high level briefings of conclusions.
  • Identifies information gaps, specifies requirements to fill gaps, provides new methodologies and techniques for applications to eliminate gaps, and evaluates information collected in response to the requirements.
  • Analyzes, evaluates and integrates data from multiple sources to produce non-standard and innovative management assessments and conclusions in his/her assigned area(s).
  • Prepares unique and original analyses, assessments, or other products by applying expert judgment in interpreting information and making authoritative decisions which impact activity policy and products.
  • Prepares and presents briefings on projects, studies and analyses to high level administrative and technical Service managers, and participates as a representative of the activity or Service at various types of meetings and symposia.
  • Maintains close liaison with high level technical and managerial personnel within and outside the organization to discuss policy matters and evaluate the need for major changes in programs.
  • Produces required products/deliverables such as “Storyboards,” briefs/briefing packages, Quick Summaries, Reports, Memorandum for the Record (MFR) and other “as directed” products IAW Deputy Director for Command, Control, Communications, Computers, Cyber and Intelligence (DDC5I) standards.
  • The employee makes recommendations that materially affect the scope and direction of large, complex, and significant programs, or technical and scientific activities of crucial importance to the Activity’s, Component’s, Department’s, or Intelligence Community’s mission. Commitments may result in the initiation of major programs or the cancellation or modification of existing major programs. 
  • Analyzes, evaluates and integrates data from multiple sources to produce non-standard and innovative management assessments and conclusions in his/her assigned area(s).  Prepares unique and original analyses, assessments, or other products by applying expert judgment in interpreting information and making authoritative decisions which impact activity policy and products.  Prepares and presents briefings on projects, studies and analyses to high level administrative and technical Service managers, and participates as a representative of the activity or Service at various types of meetings and symposia.
  • Applies new and/or revises prior theories, methodologies, or procedures to satisfy non-standard complex management problems which cannot be solved by standard guidelines and practices. Creates and recommends unprecedented approaches, analytical tools and methods to analyze unique situations and draw accurate and significant conclusions.
  • Maintains close liaison with high level technical and managerial personnel within and outside the organization to discuss policy matters and evaluate the need for major changes in programs.

Required Education:  Bachelor’s Degree (or higher) in a related technical or military discipline, or the equivalent combination of education, professional training, or work/military experience.  Educational equivalency is a minimum of ten (10) years specific and related responsible command and staff experience in the U.S. Military inclusive of the following (may be gained across several positions):

  • Advanced knowledge of the principles, methods, processes, and applicable regulations involved in supporting military operations.
  • Advanced knowledge of relevant technology and equipment.
  • Specific certifications or military education/training may be required, depending on job assignment.

Required Qualifications:

  • This position requires a mastery of one or more professional or administrative fields. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or recommendations significantly changing, interpreting, or developing important policies and programs. A high degree of written and verbal communication skills are required to effectively communicate with senior level leadership within DOD.
  • The employee must possess high-level skill in managing and coordinating complex activities in order to control a variety of projects and actions that occur concurrently and are broad, comprehensive, and multi-staged efforts.
  • Requires an expert knowledge of management principles, concepts and techniques for fact finding and analysis, and expert skill in planning, organizing, leading, and conducting complex assessments, as well as skills in justifying or resolving matters involving significant or controversial issues. 
  • Must have expert knowledge of program terminologies, methodologies, and research and analytical techniques as applied to his/her assigned specialty.  Makes recommendations which significantly change, interpret or develop important policies and programs.  Must show ingenuity and creativity in interpreting the intent of guidelines and deviating from standard methods to develop new approaches, methods, criteria and policy for analyzing information. 
  • Must be highly skilled in verbal and written communications techniques in order to produce finished products, prepare and present briefings and to present findings in accurate, conclusive and persuasive manner.
  • Education and/or expert level of experience within the Management and Program Analysis, as it applies to Research, Development, Test and Evaluation and other projects and efforts within the C5ISR arena.
  • A comprehensive knowledge of acquisition arena is desired.
  • Demonstrated experience in overcoming the challenges of operating in a coalition environment.
  • Travel is required in support of the Joint Staff J6 and DDC5I objectives.
  • TS/SCI Clearance required.
