Job Description

SR Project Manager, Partner Engagements Team Leader (TL)

Our work depends on a SENIOR PROJECT MANAGER, PARTNER ENGAGEMENTS TL to perform complex stakeholder engagement, oversee adoption and employment of innovative technologies in support of defense intelligence programs in partnership with FVEY and approved partner nations.

HOW A SR PROJECT MANAGER, PARTNER ENGAGEMENT TL WILL MAKE AN IMPACT

  • Routinely interfacing amongst the programs FVEY and other approved Foreign Partners in support of project management coordination and support
  • Coordinates with the DoD National Level Intelligence Community, Combatant Command Intelligence Directorates and/or military services
  • Assists the customer and FVEY leadership team with key support to develop, test, and evaluate of software development activities
  • Supports and ensures resourcing for assessing and applying IC data sharing policies to technology baseline, to include but not limited to: FVEY and foreign partner interoperability, shared production and standardized governance across systems, data policy and tradecraft - in support of program capabilities across targeting, intelligence mission data, experimentation, training and threat modeling across all domains
  • Overseas the team’s milestone timelines and deliverables; facilitates Systems Engineering / Systems Integration, capturing and documenting FVEY and other foreign partners user – systems requirements while in close coordination with customer development team
  • Supervises the team in providing system engineering technical expertise to support and address customer requirements, emerging requirements and conduct capability gaps analyses; resulting in documentation (i.e., test plans, test procedures, test reports and test readiness review briefings)
  • Supports test activities including developing test documents, executing test plans, analyzing collected data and reporting test results
  • Ensures input to software development and engineering activities (including cloud technologies) using AGILE software development; facilitates clear feedback loops amongst both IT and Intelligence stakeholders
  • Assists the customer PMO with achieving:
    • interoperability assessments and test events between the customer program and applicable FVEY/foreign partner systems and networks.
    • system and tool accreditation and authorization to operate (A TO) approvals through coordination with customer CIO on JWICS and additional networks.
    • the evaluation of the impact and/or implementation of applicable IC Data Policies on the customer technology baseline.
  • Participates in the coordination with other IC agencies to recommend revised or new IC data sharing policies to support IC data flows to and from the customer systems
  • Participates in special projects as required

WHAT YOU’LL NEED TO SUCCEED:

  • Security Clearance Level: TS / SCI with CI Polygraph or CI Polygraph Eligibility
  • US Citizenship Required
  • Education: Bachelor degree in a related technical or military discipline
  • Required Experience: 10+ years of related experience
  • Required Technical Skills: PMP, AGILE, and/or Lean Sigma Six.
  • Required Skills and Abilities: Experience interfacing with FVEY and / or other approved foreign partner nations; Experience communicating successfully across a diverse range of stakeholders, Experience working within or in support of the DoD IC, Combatant Command Intelligence Directorates and/or military services; Understanding of the Intelligence Cycle and intelligence workflow, experience with Intelligence applications.
  • Preferred Skills:  System Engineering and / or Senior Intelligence Professional, Masters degree or higher, Understanding of shared production processes
