The Cybersecurity Division (CSD) of the Cybersecurity and Infrastructure Security Agency (CISA) is working to build and mature its business and data capabilities.We need your help!   • Serves as a key CSD resource on both business operations and strategic workforce initiatives, maximizing data quality and insight, enabling data-driven decisions and maturing data environment
  • Identifies and pursues measurable process improvements for implementation
  • Maintains constant awareness of CISA/CSD organization’s data strategy, gaps and needs
  • Proactively develops answers for emerging data questions, data insights that may be useful and potential areas for exploration
  • Takes an active role in meetings and stakeholder communications to ensure shared understanding of purpose, intent and actions necessary to achieve data goals/product direction
  • Develops clean, attractive presentations of information and data to maximize clarity, attractiveness of products that tell the “data story” objectively and accurately
  • Leads and/or performs both collaborative and unsupervised data management, cleansing, analysis and visualization tasks
  • Researches and develops data models and visualizations in Excel, with ability to recreate them in visualization tools (with or without the benefit of pre-existing models)
  • Provides clear, concise and layperson-accessible background and instructions for tools and models that need to be understood and/or used by clients or teams without data expertise
  • Develops and tests surveys, survey instructions and tools with data ingestion, extraction or transformation potential considered in their design
  • Identifies methods to cull or ‘scrape” data from forms, .pdfs, systems and other sources, as permitted and necessary to facilitate new efficiencies with old tools (where possible)
  • Serves as a key data manager for the team, running regular quality/consistency checks on aggregated data sets and supporting change review and implementation cycles with the team and clients.
  • Creates, refines and maintains route or ad hoc reports in coordination with the clients and team
  • Supports metrics development for the organization
  • Creates and maintains client organizational charts
  • Consults/advises on potential database and data storage opportunities and methods, with great care and attention paid to the handling of sensitive information
  • Collects other relevant technical and business requirements and assists others in doing the same through knowledge sharing and on-point recommendations
  • Provide technical and knowledge-based training to team and clients on joint projects and efforts, where appropriate
  • Must maintain tactful and effective communications with stakeholders at all levels—from junior analysts and process managers to CSD’s senior-most leadership.
Tools Expertise
  • Must have 7 - 10 years of experience in complex data work with senior-level of command of Microsoft Excel, Access and/or Visio. Examples of key skills and tasks in these tools include:  
    • Preserve and maintain data
    • Create and maintain links from Excel to SharePoint tables
    • Create, test and deploy macros; be comfortable with Visual Basic (VBA) programming; create easy lookup and push-button functionality
    • Create, test and apply formulas
    • Organize, sort, filter, and format tables for regular update and for printed reports
    • Create, analyze and format pivot tables, using them to formulate and answer management questions and to make dynamic charts with filters or slicers and other features
    • Create charts that can be updated automatically
    • Debug, test, validate and troubleshoot macros
    • Create, load, and manage databases, as needed
    • Formulate queries
    • Create and maintain reports and forms
    • Build basic and swim-lane flow charts
    • Create, maintain and refresh organizational charts from Excel uploads
    • Create/edit project plan of actions and milestones
    • Demonstrated ability to use and self-teach data visualization tools as they emerge in the environment (PowerBI ad Tableau, in particular) is imperative to long-term success
    • Must have comfort/familiarity with Office 365 tools, including OneDrive and SharePoint Online
    • Adobe tools functions, such as the ones below are a plus:  
      • Creating, distributing and collecting forms for surveys
      • Editing documents and forms
      • Downloading from PDF to Excel and Word to “scrape” data from files
      • Save and manipulate all forms of documents to PDF
Education and Experience
  • Bachelor’s degree and a minimum of six years of progressive data experience required
  • Two to four years of consulting and advising clients and colleagues is a strong plus
  • Position is a senior advisory role and requires a total of at least ten yeas of experience in a business environment overall
