Project Manager, Government Secret Clearance Required

In year 3 of a 10-year contract, provide leadership for engineers and technicians in the development and sustainment of physical security systems.   Support ongoing and new projects while contributing to the design and implementation of systems engineering process improvements.  Contribute to the development of policies, processes, and procedures in accordance with contract performance guidelines.  Support the strategic alignment of project management, change management, risk management, continual service improvement activities to address SLAs and fulfill the needs our program and customer.  Provide subject matter expertise in the areas of applications engineering, requirements management, and information systems security.

Engineering project management responsibilities include:

• Plan, implement, and ensure timely completion of systems engineering projects:
  • Develop project charters, identify stakeholders and requirements, and define scope
  • Develop and maintain schedules, estimate task sequences, task duration, and task relationships
  • Identify resources, roles, skills, and assignments
  • Identify, detail, and minimize the impact of dependencies
  • Estimate and control costs
  • Manage project quality, leverage lessons learned, and contribute to continual improvement
  • Identify and communicate with stakeholders, ensure regular communications with project team and peers
  • Identify, monitor, and manage risks and approved responses
  • Identify and procure materials
  • Ensure project deliverables and milestones are achieved on-time and within budget
  • Provide regular status reporting ensuring transparency and accountability and supporting governance
• Manage employees and subcontractors from recruiting to the establishment of goals and objectives through evaluation of performance.
  • Communicate regularly with employees and subcontractors to stay abreast of project status, risks, and roadblocks.
  • Delegate responsibilities and ensure resources are fully utilized
  • Support resource utilization across the portfolio, facilitating matrixed utilization
• Support change and configuration management following request for change (RFC) policies and processes in association with projects.
• Contribute to quarterly portfolio forecast updates and participate in “what if” scenario evaluations.
• Contribute to the leadership of GSE&SC TDB by participating in management meetings, forums, and boards.
• Contribute to the development of management reports and documentation in the form of plans, policies, processes, procedures, and white papers.
• Contribute to interdepartmental support efforts within GSE&SC for improvement of overall program performance.

Requirements:

• 5 years of experience in managing systems engineering projects or software development projects
• BS, 4 years' experience (in addition to minimum experience requirements) may be substituted for a bachelor's degree
• Best practice certifications desired; PMP, ITIL, Security+, etc.
