The Department of State’s ISN/CTR office manages the Biosecurity Engagement Program (BEP). BEP seeks to mitigate global biological threats by minimizing the access of terrorists and other nefarious actors to biological expertise, materials, and equipment that could be used to conduct biological attacks. BEP programs along the following lines of effort:
• Countering Insider Threat Access to Weaponizable Pathogens and Dual-Use Technology
• Mitigating Biosecurity Threats from Emerging Technologies and Nontraditional Actors
• Institutionalizing Biosecurity Best Practices for Long-Term, Sustainable Impact
• Identifying and Disrupting Low-Effort Bioterrorism Plots
BEP works primarily in the Middle East, North Africa, and South Asia, and also supports programs in Southeast Asia and Sub-Saharan Africa. BEP leverages technical resources and experts from a network of U.S. government agencies, universities, international organizations, and non-governmental organizations to meet its core objectives.
GDIT seeks a candidate to serve as a Program Advisor at Department of State headquarters, who will be responsible for both programmatic and functional portfolios. For programmatic portfolios, the Program Advisor will develop, implement, and coordinate priority BEP and ISN/CTR office efforts, such as those outlines above, to advance U.S. policies pertaining to countering WMD and other proliferation threats. For functional portfolios, the Program Advisor will take on responsibilities in a variety of policy and financial areas, such as interagency and office budget-related efforts. To accomplish these tasks, the Program Advisor will work closely with a broad range of U.S. interagency stakeholders, foreign counterparts, and technical and policy experts. Specific responsibilities will be determined by BEP and ISN/CTR leadership.
