Our work depends on a Database Analyst Advisor joining our team to support Enterprise Technology Services (ETS) for the United States Postal Service (USPS) activities located remotely.  

You will be responsible for managing the design, planning, implementation, and administration of databases, including security, access, and documentation.

  • Determining database software requirements for the development of business information systems meeting customer needs. 

  • Providing technical expertise to system professionals engaged in the analysis, design, development, and maintenance of business information systems.          

  • Identifying and evaluating database software components, interfaces, and performance criteria for proposed business information systems.         

  • Providing technical guidance on the use of corporate repository objects and modeling techniques to support business information system development and maintenance.    

  • Providing technical expertise, direction, and advice to management to facilitate planning, set direction, define business initiatives, and develop solutions to meet customer information system needs and requirements. 

  • Working with computer security personnel to develop and implement procedures for database security. 

  • Working with internal counterparts and vendors for solutions to database problems; works with headquarters on matters related to standards and policies, and with other IS service center organizations and production operations regarding operations and system capabilities. 

  • Developing and implementing procedures for creation, backup, recovery, and re-organization of databases. 

  • Establishing and implementing procedures for capturing database management system utilization and performance statistics. 

  • Developing logical and physical design/re-design of databases for existing or proposed business information systems and establishes local database standards, guidelines, and naming conventions. 

  • Working with members of information system development teams to determine software use and access requirements 

  • Developing and implementing procedures for capacity planning, monitoring DBMS integrity, and ensuring corporate and ISSC repositories are updated. 

  • Upgrading and patching databases 

  • Implementing change requests (code updates, configuration changes, etc.) 

  • Troubleshooting performance issues 

  • Supporting system restoration and cloning 

  • Updating and maintain documentation 

  • Leads disaster recovery testing 

  • Supporting the development of database standards, policies, and SOPs and ensures their conformance with the USPS goals and company/customer objectives 

  • Appling knowledge of API (Application Programming Interface) for data services and databases. 

  • Designing, developing, building, analyzing, evaluating, installing, and administering database management systems to include database modeling and design, relational database architecture, metadata, and repository creation, and configuration management. 

  • Designing and implementing databases with respect to access methods, access time, batch processes, device allocation, validation checks, organization, ETL tasks, protection and security, documentation, and statistical methods 

  • Preparing system requirements, source analysis, and process analyses and design throughout the database implementation. 

  • Undertaking / leading database activities including; installation, configuration, monitoring, space management, database backup and recovery, and disaster recovery 

  • Supporting 24X7 production and maintenance on a rotation basis for all database standalone and clustered instances 

  • Responsibility for monitoring database server health, disk performance, monitoring, and history tool 

  • Defining and overseeing database organizations, standards, controls, procedures, and documentation. 

  • Advising applications development staff and users on data-based solutions to business problems, data architectures, database management system facilities and capabilities, and the operation and tuning of databases. 

  • Maintaining current knowledge of relevant technology as assigned. 

  • Providing advanced guidance and leadership to less-experienced database personnel. 

  • Serving as a team or task leader. 


  • BA/BS (or equivalent experience) 

  • 8+ years of experience as database base administrator for large and complex databases in production environment (Oracle on UNIX environment)

Please Note: The security clearance for this program requires the selected candidate to have resided in the US for the past five years. The selected candidate cannot have left the country for longer than 90 consecutive days and no more than 180 cumulative days.

The likely salary range for this position is $87,025 - $145,332, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
