  • Lead the delivery of all aspects of IT operations to meet contract objectives, including operational SLAs/KPIs, schedule, quality, and budget
  • Review and monitor technical work for overall quality, efficiency, and timeliness
  • Serve as an Enterprise Architect by advising the Government on best practices and new technologies including ITIL 4
  • Manages and responsible for the successful completion of all contract tasks, deliverables and assigned program requirements including technical work, financial, contractual, and business development activities
  • Supervises assigned technical and administrative staff, including subordinate task leads, and performs personnel actions including hiring and performance evaluation
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
  • Collaborate with NWS leadership to meet operational services delivery requirements and serves as a primary liaison with clients to coordinate activities, negotiate tasks, and resolve issues and mitigate risks
  • Conduct monthly Program Reviews
  • Create and monitor project schedules
  • Track risks and ensure appropriate mitigation activities are taken
  • Provide process improvement recommendations, lessons learned, and best practices
  • Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement
  • Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances
  • Develops, reviews, and approves plans, schedules, consulting agreements and other program documents


  • Education:
    • Advanced degree (e.g., M.S. or Ph.D.) from an accredited institution in Computer Science, Engineering, Mathematics
  • Required Experience:
    • At least 10 years of experience in troubleshooting, maintenance, enhancement, and operations of enterprise IT Infrastructure
    • At least 5 years of experience in program management
    • Strong oral and written communication skills including briefing senior / CXO leadership
    • 5+ years of professional experience
  • Security Clearance Level:
    • MBI (obtain & maintain)
  • Desired Skills and Abilities:
    • PgMP certification strongly desired or a PMP certification
    • Certified ITIL 4 Managing Professional or Strategic Leader
    • Experience with JIRA and/or ServiceNow
    • 5+ years of experience leading Federal Government contract programs using Agile methodologies, preferably SAFe ITIL certification
    • Experience utilizing metrics and data in order to drive program strategy
    • Experience implementing SLAs and performance metrics on a contract
