Overall Responsibilities 

The Senior M&E Specialist works under the direction of the M&E Compliance Team Supervisor to lead the development of revised Monitoring procedures and processes with an eye to standardizing compliance measurement, harmonizing data collection, and illuminating performance trends across federally funded programs. 

  • Leads the development of revised program monitoring and evaluation procedures for the Program Monitoring Team.
  • Provides specialized project management, including managing workflows, developing agendas, coordinating with federal staff, and identifying resources.
  • Lead requirements meetings and presentations to the federal Monitoring team as needed in coordination with the M&E Compliance Team Supervisor
  • Activities include but are not limited to:
    • Developing foundational Program documents
    • Establishing a monitoring team mission statement and focus areas
    • Establishing monitoring data indicators
    • Revising data collection tools and procedures; developing new tools and procedures, as necessary
    • Testing new/revised tools and procedures on-site or remotely with grantees and contractors
    • Developing a single, comprehensive set of program monitoring standards for each level of care
    • Conducting advanced analyses of quantitative and/or qualitative monitoring and program data
    • Developing new data reporting procedures
    • Revising program monitoring, data collection and reporting, and data analysis across Program teams, as approved by federal staff
  • When requested to participate in on-site and/or remote monitoring visits:
    • conducting monitoring reviews to assess federally-funded recipient compliance with program and collect data on programmatic indicators/standards
    • conducting interviews with recipient staff, and internal/external stakeholders,
    • inspecting physical facilities, observing services, and reviewing care provider documents  
    • reviewing program data to determine compliance with grant/contract requirements and policies and procedures
    • identifying instances of non-compliance and steps toward restoring compliance
    • drafting monitoring reports containing in-depth analyses and assessments of findings
    • presenting findings to recipients and staff both verbally and in writing

Other Activities

  • Providing training and/or guidance on salient child welfare and monitoring/evaluation-related topics to team members and federal staff
  • Contributing to the development and writing of M&E analysis reports and other related deliverables
  • Participating in meetings as required and assisting with additional projects as needed
  • Fill in for the M&E Compliance Team supervisor as needed


  • Graduate degree required. Master of Social Work preferred.

Experience, Knowledge, Skills, Abilities


  • 8+ years of M&E experience
  • Experience and knowledge of child welfare principles
  • Demonstrated specialized program assessment expertise
  • Exceptional analytical skills 
  • Exceptional written and verbal communication skills
  • Familiarity with at least one analytic software package or platform (ATLAS.ti, R, NVivo, SAS, SPSS, STATA, Tableau)
  • Expertise with MS Office suite of tools


  • Experience working with immigrants, and refugees
